Organizational Context and Scope:

The International Organization for Migration (IOM) Special Liaison Office (SLO) in Addis Ababa is looking for a highly competent and qualified national candidate to fill the position of National Project Officer – Support to the African Union.

Under the overall supervision of the Chief of Mission for the Special Liaison Office (SLO) in Addis Ababa and the direct supervision of the Project Manager/Migration Policy Officer (Projects), the incumbent will be assigned to liaison functions with the African Union Commission to support the implementation of the project – Support to the African Union.

She/he will also support other activities of the Special Liaison Unit. In particular she/he will perform the following duties and responsibilities:

Responsibilities and Accountabilities:

  • Support coordination of the project “Support to the African Union” with a focus on the operationalization of the African Union Horn of Africa Initiative and related activities, and follow up on the timely and efficient implementation and delivery of project activities according to the operational plan.
  • Coordinate the administrative, logistical, reporting and other backstopping activities, related to the project.
  • Participate in the development of the project’s workplan, identify synergies with other projects being implemented in the Special Liaison Unit and other units in IOM Ethiopia, and draft technical progress reports.
  • Maintain strong and regular liaison with the AUC, establish and maintain close links with other relevant partners, including government and non-governmental agencies
    Provide technical support to the relevant actors considering IOM’s institutional tools and frameworks.
  • Support in the development of Terms of Reference, Concept Notes, Workshop/Meeting programmes etc. towards the recruitment of consultants to undertake project related tasks, and for project related activities.
  • Assist the Unit in research, drafting of policy papers dedicated to promoting migration policy and dialogue at different levels, as well contribute to the collection, analysis, and sharing of relevant information/data on trafficking in persons and smuggling of migrants for dissemination to colleagues and relevant stakeholders.
  • Support the development of new programme areas, project concepts and proposals in close coordination with the supervisor.
  • As needed and required, participate in meetings and workshops.
  • Perform such other duties as may be assigned.

    Job Requirements

    Educational Qualification:

  • Master’s Degree in International Relations, Political or Social Sciences with three years related work experience or;
  • University Degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with eight years of relevant professional experience.

    Experience:

  • Experience in liaising with the African Union, donors, governmental and non-governmental
    institutions.
  • Work experience on migration with knowledge of human trafficking and migrant smuggling issues.
  • In-depth knowledge of the AU-Horn of Africa Initiative and the Horn of Africa region is an advantage.
  • Previous work experience with a UN agency or international organization is an asset.

    Languages

  • Thorough knowledge of spoken and written English and Amharic.
  • Knowledge of other local languages is an advantage.
