    Context:

    Under the overall supervision of the Chief of Mission and Representative to African Union (AU), Intergovernmental Authority for Development (IGAD) and United Nations Economic Commission for Africa (UNECA) and the direct supervision of the Deputy Chief of Mission, and in coordination with the Head of Programmes and with the support of the Resources Management Unit (RMU) and the Emergency and Post Crisis (EPC) Unit in the IOM Office in Addis Ababa, the successful candidate will be responsible for the management and coordination of IOM programme and project activities in Ethiopia’s Gedeo (SNNPR), West Guji (Oromia) and nearby area, representing IOM at the local level for relevant meetings and interactions with local authorities and partners.

    S/he will be responsible for the administrative management of the IOM sub-office in Bule Hora, Ethiopia.

    Core Functions / Responsibilities:

  • Maintain and development strong relationships with programme partners in the area, such as local administrative authorities, local disaster risk reduction management authorities, relevant UN agencies, cluster groups and others concerned, with the objective of coordinating and promoting IOM activities and facilitating their implementation in the related Sub-Office.
  • In close coordination with the Resources Management Unit, oversee the administrative functions of the Sub-Office including but not limited to:
  • Manage the Sub-Office and supervising staff and ensuring IOM rules and regulations are implemented;
  • and internal control measures are in place to prevent any violations of IOM rules and regulations;
  • Monitor and supervise the financial expenditures of the Sub-Office;
  • Ensure payments and fund management are in compliance with IOM financial and administrative policies and procedures.
  • Supervise the procurement and logistic work in the Sub-Office, including contracts with suppliers of goods and services.
  • Work closely with the IOM procurement and finance teams in Addis Ababa to ensure proper utilization of IOM resources.
  • Plan and lead the Sub-Office project activities, while in coordination with the EPC unit and relevant units in Addis Ababa to ensure IOM standards.
  • Represent IOM at inter-agency and other relevant meetings in the area including meetings with local Government authorities and technical working groups; receive and brief visitors from IOM’s donors or partners on IOM activities.
  • Monitor project progress, identify challenges and bottlenecks and ensure corrective actions are taken whenever needed, document best practices and share lessons learned.
  • Follow up on the developments of migration and emergency situations in the area/ local zones and advise the Chief of Mission and other colleagues concerned in IOM Addis Ababa on project opportunities, project development and other matters concerning IOM.
  • Ensure the integration of cross-cutting issues such as gender, children and
    other vulnerable groups in the program/projects are properly reflected in the IOM interventions including humanitarian assistance to the displaced persons.
  • Promote implementing IOM security requirements and UN Minimum Operating Security Standards (MOSS) / Minimum Operating Residential Security Standards (MORSS) requirements in the Sub-Office.
  • Undertake duty travels as required, for project activities review and other duties.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

  • Master’s degree in Development, Civil Engineering, Architecture, Urban Planning, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
  • Operational and extensive field experience in programme development, implementation and evaluation;
  • Experience in post-conflict/emergency zones and in working in a high-risk environment, project management and administrative and financial management (previous experience with IOM Shelter Programme an advantage);
  • Experience in liaising with governmental authorities and local communities, as well as national and international institutions;
  • Broad sector knowledge and/or field experience in the areas of re-construction and community mobilization;
  • Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding.
  • Fluency in English is required.
  • Working knowledge of French and/or Spanish is an advantage.
