Responsibilities and Accountabilities
Support the Regional Financial Comptroller in monitoring financial management for the UK HO‑funded Regional Counter‑Smuggling Programme.
Undertake preliminary financial analysis with implementing missions; monitor budget control processes and internal controls.
Provide technical support to Project Managers and Programme Coordinator to ensure compliance with IOM policies and donor requirements.
Ensure accounting data is properly entered into ERP systems; maintain accurate financial records and supporting documentation.
Schedule and coordinate meetings with project managers and finance focal points to review burn rates; escalate red flags and propose solutions.
Provide guidance on procurement of beneficiaries’ assets and inventory management to ensure adherence to policies and donor requirements.
Prepare Programme budgets for Year 2 and Year 3; coordinate preparation, review, and endorsement of project budgets and revisions.
Inspect payroll versus programme budget to ensure salaries are correctly allocated.
Prepare quarterly, progress, interim, annual, and final financial reports in line with IOM and donor requirements.
Liaise with HQ, Administrative Centres, and Regional Office on accounting, financial, and administrative activities.
Support administrative management functions in implementing missions (recruitment, personnel administration, etc.).
Assist in forecasting cash flows; verify programme funding is received per donor agreements.
Recommend procedural improvements; contribute to staff training in accounting, finance, and compliance.
Facilitate financial audits in accordance with donor agreements.
Support selection and monitoring of implementing partners’ financial reports and compliance.
Coordinate payment transactions and day‑to‑day financial activities for the programme.
Perform other duties as assigned.
Qualifications and Experience
Master’s
degree in Accounting, Business Administration, or related field with two years’ relevant experience; OR Bachelor’s degree with four years’ relevant experience.
Professional certification (CA, CPA, CIMA, ACCA) an advantage.
Experience in accounting, financial management, reporting, and preparing concise financial reports.
Experience with international institutions, internal control assessment, and audits.
Previous work experience in the region and in emergency operations an advantage.
Skills
Knowledge of International Public Sector Accounting Standards (IPSAS).
Knowledge of IOM/UN accounting systems, software, and procedures an advantage.
Familiarity with financial oversight and public administration an advantage.
Proficiency in MS Office and strong computer literacy required.
Education
Accredited universities are those listed in the UNESCO World Higher Education Database.
