Qualification
University degree in Medicine from an accredited institution and a Master’s degree in Public Health, Epidemiology, International Health, Tropical Medicine, or related field with at least seven years of relevant professional experience.
University degree in Medicine from an accredited institution with at least nine years of relevant professional experience.
Accredited universities must be listed in the UNESCO World Higher Education Database.
Experience
Minimum seven years of experience in management of health programmes or systems related to migration health, of which five are at an international level, preferably in developing countries.
Experience in migration health assessment programmes is a distinctive advantage.
Formal training or demonstrated experience in conceptualization, evaluation, or implementation of public health programs is mandatory.
Demonstrated experience in application of quality management principles is mandatory.
Skills
In‑depth knowledge of migration health programming subject areas.
Ability to work effectively with thematic specialists and collaborate on innovative solutions.
In‑depth knowledge of Health Assessment Programmes (HAPs), including Refugee Resettlement.
Knowledge of UN and bilateral donor programming.
Experience managing large teams.
Excellent communication and negotiation skills.
Strong writing, editing, and reporting skills.
Personal qualities: commitment, efficiency, flexibility, self‑motivation, respect for diversity, creative thinking.
Ability to work effectively with colleagues from varied cultures and professional backgrounds.
Languages
Fluency in English required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) is an advantage.
Responsibilities and Accountabilities
Review and enhance quality management plan for HA programmes in Africa.
Conduct regular quality monitoring visits and provide feedback to Country Offices and senior staff.
Organize and coordinate data collection, analysis, and reporting systems for Migration HA operations.
Ensure compliance of data entry software applications and protocols.
Monitor
health assessment pipeline, radiology, laboratory testing, TB treatment, pre‑departure exams, presumptive treatment, medical escorts, incident reports, and file transmissions.
Implement Global SOPs for migrant health programmes and develop regional/country‑specific SOPs.
Provide technical guidance and supervision to Migration Health Processing Officers and Data staff.
Compile and share effective practices and lessons learned.
Use and analyze migration health data for quality management.
Lead incident management process in HAPs Africa and extend system to non‑HAP projects.
Support RHAPC in management of individual medical case follow‑ups.
Create regional staff development and training plans.
Mobilize trained HAP staff for emergencies and non‑HAP projects.
Identify opportunities for expanding migration health activities and draft project proposals.
Prepare administrative and programme reports, including annual reports on member states’ activities.
Design and incorporate public health activities in HAPs.
Represent IOM in meetings, workshops, and conferences, and prepare reports and presentations.
Perform other duties as assigned.
