Context:

With funding from United States Agency for International Development (USAID), the Danwadaag Durable Solutions Consortium is responsible for implementation of a three-and-half-year program. The goal is to contribute to the scaling of better templates/models for multisectoral stakeholders engaged in durable solutions for displacement affected communities.

Over time, these templates/models should directly result in higher returns on investment of public and private resources as broadly defined in terms of lives improved (i.e., removing IDPs from Somalia’s long-term humanitarian caseload), as well as improved ways of working (i.e., greater cost effectiveness in evidence-based programming, and improved layering and sequencing of investments due to improved collective engagement of multi-sector stakeholders).

The program organizes its “investment strategy” around supporting innovative solutions in three pre-defined outcome areas: a) political settlements for land; b) financing infrastructure and services; and c) ensuring sustainable livelihoods.

Under the overall supervision of the Senior Programme Coordinator (Emergency Post Crisis) and the direct supervision of the Programme Manager/Chief of Party, the Deputy Programme Manager/Deputy Chief of Party (DCOP) will be responsible for providing oversight and coordination of program activities and expert technical support and advice.

The Deputy Programme Manager/DCOP should align seamlessly with the ambitious goals of the program, guide the partners and the team through the intricate landscape of multisectoral stakeholders, and work to ensure the program's objectives are not just met but exceeded.

Core Functions / Responsibilities:

  • Work closely with the Programme Manager/COP to provide technical direction, planning and reporting for the project, including the development and implementation of the annual work plans, quarterly and annual reports, bi-weekly reports and other USAID requests.

  • Ensure the successful implementation of the programme’s initiatives and pilots in accordance with the overall objectives of the programme by providing day-to-day supervision of programme implementation staff, managing partners, technical consultants, and other stakeholders.

  • Lead project coordination with the relevant partners and stakeholders to ensure optimal cooperation and collaboration so that the project is efficiently supported and integrated into the wider Danwadaag portfolio.

  • Train and coach staff to support a strong understanding of the programme strategy, and work with field teams and partners in their effort to develop and maintain government led, community driven implementation approaches and collaboratively engage with displacement affected communities, local government authorities, local contractors, international NGOs, donors, and other key stakeholders, in support of strong programming.

  • Coordinate closely with the Logistics/Procurement, Grants and Finance Units to ensure application of standard guidelines and procedures aimed at ensuring an appropriate, efficient, and transparent use of funds.

  • Prepare accurate and compliant financial forecasts (internal and external) and project financial reporting.

  • Maintain and update the project Risk Matrix with specific focus on operational and compliance risks. Take
    responsibility for implementing specific risk mitigation measures outlined in the project Risk Matrix.

  • Ensure project compliance with donor requirements both internally and with partners, for example code of conduct and regular and transparent reporting on compliance issues such as aid diversion, and substantively support the submission of periodic project compliance reports.

  • Represent the USAID Scaling Solutions project in internal and external meetings as requested by the Programme Manager/COP.

  • Perform such other duties that may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Social Science, Education, Development Studies, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or,

  • University degree in the above fields with seven years of relevant professional experience.

    Experience

  • Demonstrated experience working with displaced populations in a post conflict/conflict setting together with at least five (5) years of delivering large-scale operations;

  • Strong project management experience, including strategic thinking, resource management, work planning, implementation oversight and periodic review, and compliance management;

  • Demonstrated experience with remote team management, as well as direct management of diverse teams;

  • Proven background in large grants and award management;

  • Demonstrated experience in managing and delivering large multi-location programs in complex operating environments;

  • Operational expertise and experience in emergency and/or humanitarian aid programming; and,

  • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.

  • Ability to work with limited supervision; and,

  • Ability to multi-task and delivers on set objectives and timelines in complex situations.

    Languages

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

  • For this position, fluency in English is required (oral and written).

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
