Core Functions/ Responsibilities:

The IOM/SLO Addis Ababa, Ethiopia’s Emergency and Post Crisis (EPC) Unit projects aims to provide humanitarian assistances to internally displaced persons (IDPs), refugees and hosting communities by working in close collaboration with the Government of Ethiopia (GoE) and humanitarian partners in the country.

The Unit’s work in the area of IDPs includes Displacement Tracking and Monitoring (DTM), Provision of Emergency Shelter and Non-Food Items (ES/NFI), Dignity and Sanitary kits, ES/NFI Cluster Coordination and Durable Solutions, whereas refugee focused programmes by the Unit include Border evacuation and Relocation/Transportation, Transitional Shelter and Livelihood.

In this regard, IOM/SLO is launching a new project on peacebuilding under the Transition Recovery (TR) programme financed by United Nations Peacebuilding Support Office (PBSO). The project will be nationally implemented with Ministry of Peace and in close collaboration with UNDP and UN-Women as the partner agencies.

The overall goal of this new project is to assist Government of Ethiopia to develop a national peacebuilding strategy and to formulate regional/community-level mechanisms to peacefully resolve conflicts contributing and resulting due to displacement.

The projected outcome of this project are:

1) To develop a national peacebuilding strategy; inclusive of women and young people
2) To reduce violence in conflict-prone clusters of SNNPR, Oromia and Somali regions by facilitating regional dialogues while providing support to women peacebuilders at the community level.

The Peacebuilding Consultant will design and deliver training on conflict management and internal displacement. The training will take the form Training of Trainers (ToT) to equip the regional government officials and local administrators with the capacity and tools that will help to facilitate the community dialogue on the resolution of conflict and internal displacement.

The objective of the ToT is to build the capacity of the regional government in promoting peacebuilding, social cohesion and facilitating dialogue for different peacebuilding mechanisms. Further, the training will cover knowledge and understanding of peacebuilding mechanisms that incorporates–

1) Developing the capacity of participants to carry out trainings and to facilitate community dialogues
2) Presenting participatory techniques and strategies for trainers
3) Providing opportunities for open discussion and sharing of ideas
4) Providing opportunities for trainers to practice leading sessions.

The Peacebuilding Consultant will support IOM country office and will directly report to the EPC TR National Officer. He/ She will report to the EPC TR National Officer based in Addis Ababa on the progress made and challenges encountered in the implementation of the activities in the field of capacity development and peacebuilding.

Undertake desk research and analyze the necessary documents/training modules, training materials to fully understand the ground situation and the background of participants.

Carry out stakeholder analysis to bring out the roles and responsibilities of key players and institutions.

Prepare ToT training programme with the accompanying manual. The
manual will require an outline of the training, training guidelines, pre and post training assessment of participant knowledge, skills acquisition and satisfaction. The templates required for various activities and exercises should be annexed to the Trainer’s Manual.

Trainer’s Toolkit as a support tool during and after the training, providing a short summary of key information covered during the training workshop; and, templates, guidelines, additional tips, information and guidance that will be useful for the trainers after they have concluded the training and are leading activities in their communities.

Assist Transition and Recovery project team in organizing the TOT as per the training needs and conduct 2-3 days training of trainers in Oromia, Somali and SNNPR respectively.

Develop a report on ToT outcomes, successes, challenges, and recommendations, and feedback from participants and other stakeholders.

Activity Timeline:

a) The detailed work plan with methodology of capacity needs assessment, monitoring plan, training modules and training programme schedules 15th July
b) Pre- and post-test questionnaires developed, tests executed and test reports submitted. 25th July
c) Training delivered in Oromia, Somali and SNNPR 15th September
d) Training report submitted, along with detailed training tool-kits and modules with participants’ feedback and pre and post- test assessment results 30 September

Required Qualifications and Experience:

Education:

  • Advanced university degree from an accredited academic institution in Sociology, Political Science, Conflict Management, International Development, International Relations, or related social science fields.
  • Computer/software literate, preferably knowledgeable in Microsoft Office, Microsoft Excel

    Experience:

  • Minimum of 5 years work experience in emergency, conflict resolution, peacebuilding and support to institutional development in the context of conflict prone rural, mobile or pastoralist communities
  • At least 2 years of experience in development of ToT modules and materials
  • Proven track record in design and the delivery of ToT workshops aimed at capacity development of public officials, procedural development and manual design
  • Experience in participatory and innovative training approaches
  • Solid knowledge of core governmental policies and national systems, in relation to the Development fields.
  • Knowledge and experience related to peacebuilding interventions and humanitarian support to government agencies, CSOs and relevant agencies for the implementation of conflict prevention and early recovery activities. Knowledge on durable solutions is advantageous. Proven experience in working and liaising with Government officials and local communities.

    Languages

  • Thorough knowledge of English is required. Knowledge of other local languages will be advantageous.
