Organizational Context and Scope

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

IOM in South Sudan has a range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.

Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services.

Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund.

Under peacebuilding, transition and development, IOM South Sudan implements transition and recovery programming on housing, land and property issues, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Funded by the Peacebuilding Fund (PBF) – and jointly with FAO and UN Women –, IOM leads a project titled “Local Solutions to Build Climate Resilience and Advance Peace and Stability in Bor, Pibor and Malakal”aiming to advance peace and stability in Jonglei, GPAA and Upper Nile by reducing the negative impact of climate shocks on existing conflict dynamics as well as gender and age-based discrimination.

In Greater Jonglei and Upper Nile, particularly in fragility-affected areas with active conflict dynamics, the impact of climate shocks on people's livelihoods is significant and exacerbates existing conflict dynamics, instability, gender and age-based discrimination, poverty and governance challenges.

This contributes to the rise of new tensions, often triggered by competition over scarce resources, thus creating a vicious cycle of climate shocks and instability. As a peacebuilding response, IOM, FAO and UN Women will seek – jointly – to bolster community resilience in these areas to ensure that have local communities have access to a set of distinct capacities and resources that are critical for communities to cope with, withstand or bounce back from the confluence of conflict and climate-related risks.

In this view, the objective of this consultancy is to support this project in advancing a climate-informed peacebuilding approach across all three outcomes of the project

Responsibilities and Accountabilities

  • Support and inform IOM SS’ climate security and peacebuilding interventions in Bor, Pibor and Malakal.

  • Review, analyze and consolidate the findings and lessons learned from IOM SS’ peacebuilding interventions in Bor, Pibor and Malakal.

  • In consultation with South Sudan’s
    UN Climate Security Advisor, develop a comprehensive synthesis report on the lessons learned from IOM SS’ peacebuilding interventions. This includes conducting a comprehensive literature review to identify and analyze existing gaps in advancing climate-informed peacebuilding in South Sudan as well as outline existing gaps and opportunities in advancing climate-informed peacebuilding processes in South Sudan - with a particular focus on Jonglei/GPAA and Upper Nile.

  • In collaboration with IOM customary law team of specialists, conduct a gender and age sensitive assessment to identify gaps and opportunities in mainstreaming climate-related considerations/disputes in broader dispute resolution mechanisms in Bor, Pibor and Malakal.

  • In collaboration with IOM’s education and peacebuilding specialists, develop a training module that introduces climate change and its impacts on human security through community engagement and consultations with youth, women, government officials, and key community representatives in Jonglei/GPAA.

  • Hold progress, debriefing, and validation sessions for IOM, project partners, and other stakeholders to present and validate the findings of the aforementioned knowledge products and create strategic entry points and recommendations for potential further programming including a draft project concept note.

    Required Qualifications and Experience

    Education

  • Advanced University Degree in Social Sciences, Economics, International Relations, Education or Law.
    OR

  • A Bachelor's Degree in any of the above field and minimum of five years of experience in research, project management or community development programming settings preferably in Eastern Africa region.

    Experience

  • Proven experience in formulating and conducting assessments or studies for development or humanitarian programming

  • Previous experience with facilitating and conducting focus group discussions and interviews.

  • Experience in analyzing, synthesizing and preparation of strategic information for decision-makers

  • Proven experience in programme or project management in fragile settings.

  • Experience in government relations and programme coordination involving multi-stakeholders.

  • Demonstrated experience in producing quality reports in the English language

  • Excellent oral and writing skills

  • Strong communication capacities

  • Excellent organizational skills and be detail oriented

  • Ability to work independently and as part of a team

    Languages

  • Required: For this position fluency in English is required (oral and written).

  • Advantageous: Working knowledge of Arabic and/or local language is an advantage.
