Migrant children represent a significant and growing percentage of the migrant and refugee population worldwide. As of 2015, 1 in every 70 children worldwide lived outside their country of birth, making up a total of 31 million children living abroad.

Children migrate for multiple reasons. Some of them are active participants in the decision to migrate and may see migration to fulfil their aspirations. Other children are pushed into migration, as they and their families flee war, violence, organized crime, and persecution.

Still others are pressured by to migrate, as a means of reducing pressures on the household or to send money back home. Others are lured by traffickers, smugglers, or others who aim to benefit either from selling smuggling services, or from the eventual exploitation and abuse of children.

The reasons why children migrate are irrelevant when it comes to access to rights, care, and protection. Children are entitled to care and protection, and to have their rights upheld regardless of the circumstances that led to their migration.

The African Union has explicitly expressed concern for vulnerable migrants, in particular children, elderly persons, persons living with disability, vulnerable women and domestic workers.

The African Union seeks to ensure their protection through implementation of its Migration Policy Framework and the African Charter on the Rights and Welfare of the Child.

Since 1995, the International Organization for Migration (IOM) has been working in partnership with the Government of Ethio¬pia, the United Nations Economic Commission for Africa, the Intergovern¬mental Authority for Development (IGAD) and the African Union to enhance migrant management capacities in the region.

Within this context, IOM has entered into an agreement with the African Union Commission to provide it with professional staff to help fulfil its mandate. Under the terms of this agreement, IOM is recruiting a Child Protection Officer who will be placed at the African Union.

The Child Protection Officer will contribute to capacity building efforts and provide technical assistance to the African Union in its effort to mainstream child protection in continental projects and programmes.

Under the overall supervision of the Chief of Mission to Ethiopia and Representative to the African Union in IOM, Intergovernmental Authority for Development (IGAD) and United Nations Economic Commission for Africa (UNECA) and the direct supervision of the Programme Coordinator (Mixed Migration), the successful candidate will support the work of the Department and the Secretariat.

Core Functions / Responsibilities:

  • Identify local, regional and continental trends and patterns of child exploitation, particularly focusing on migrant children, including unaccompanied and separated migrant children and child victims of trafficking, considering both domestic and international child migrants.

  • Conduct research and analysis on issues relevant to work of the Department of Social Affairs and the Committee of Experts related to child migration and other vulnerable migrant groups as needed.

  • Assist in developing the workplans and budgets for the Department of Social Affairs and the Secretariat of the Committee of African Experts on the Rights and Welfare of the Child.

  • Develop and maintain a knowledge management system to ensure more systematic collection, sharing and use of latest data, evidence and good practices related to migrant children protection issues.

  • Provide guidance on implementation and mainstreaming of child protection of migrant children and other vulnerable groups in
    continental policies and programmes, consistent with the AU frameworks and the Global Compact for Safe, Orderly and Regular Migration and the Global Compact on Refugees.

  • Prepare responses to ad-hoc requests from the Committee of Experts and other stakeholders on child migration in Africa.

  • Develop and coordinate intra-regional, regional and international cooperation on child migration.

  • Keep abreast of, analyse and provide advice on developments related to child migration.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:


  • Master’s degree in Social Sciences, Political Science, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

  • University degree in the above fields with seven years of relevant professional experience.


  • In depth knowledge and extensive experience of child migration and child trafficking, child rights issues, especially in the African context;

  • Working experience in supporting the management of coordinating bodies, preferably within a national government or intergovernmental organization;

  • Knowledge of international and regional human rights instruments covering the rights and welfare of children;

  • Experience in drafting research papers and briefing notes for officials in governmental institutions or intergovernmental organizations;

  • Ability to work in a multicultural environment.


  • IOM’s official languages are English, French and Spanish.

  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
