International Organization for Migration Chief, Ethics and Conduct Unit Jobs in Kenya


Responsibilities & Accountabilities

  • Lead development and promotion of ethics‑related policies, procedures and guidelines.

  • Advise on ethical dimensions of institutional policies and practices.

  • Advocate for ethical behaviour, integrity, transparency and accountability across IOM.

  • Provide timely guidance and advice on ethical matters, conflicts of interest and standards of conduct.

  • Manage implementation and review of Protection Against Retaliation (PaR) policy.

  • Design and execute ECO’s training and outreach program to raise awareness of values and standards.

  • Manage ECO’s annual disclosure program to address conflicts of interest.

  • Track, analyze and report ethics data and trends for ECO/OEP reports.

  • Manage ECO’s personnel, work program and resources to ensure quality and integrity.

  • Liaise with OIO, LEG, OOM, DHR and IRM on ethics matters.

  • Promote knowledge sharing through ENMO and monitor best practices.

  • Lead innovations and improvements in ECO’s work, including automation.

  • Perform other duties as required.

    Qualifications & Experience

    Education

  • Master’s degree in Law, Governance, International Development or related field with 10 years’ experience; or University degree with 12 years’ experience.

  • Accredited universities must be listed in UNESCO World Higher Education Database.

    Experience

  • Advanced understanding and work experience in Ethics, Law, Compliance/Oversight or Dispute Resolution, preferably within international organizations.

  • Experience
    with ethics policies, integrity programs, prevention, culture change and communications strategies.

  • Direct experience with ethics casework including conflicts of interest, financial disclosure and retaliation protection.

    Skills

  • In‑depth understanding of administrative policies of international organizations.

  • Highest level of integrity, discretion, professionalism and independence.

  • Ability to manage sensitive and conflict situations.

  • Strong advocacy, communication and negotiation skills.

  • Ability to communicate complex concepts orally and in writing.

  • Capacity to conduct inquiries objectively and impartially.

  • Ability to lead and motivate teams under time/resource constraints.

  • Strong analytical, strategic and problem‑solving skills.

  • Ability to liaise effectively with high‑level interlocutors.
