Context:

The International Organization for Migration (IOM) is providing a comprehensive, multi-sector humanitarian response in South Sudan. The aim of the humanitarian response is to provide lifesaving humanitarian assistance to vulnerable and conflict-affected people in South Sudan, in coordination with other humanitarian response partners. IOM’s humanitarian response in South Sudan comprises, Camp Coordination and Camp Management (CCCM), Displacement Tracking Matrix (DTM), Health, Shelter-NFI, Mental Health and Psychosocial Support (MHPSS) and Water, Sanitation and Hygiene Promotion (WASH).

IOMs Monitoring and Evaluation (M&E) strategy aims to improve the quality and integrity of program delivery, ensure that programs are responsive to the needs of affected populations, and meet donor requirements and standards of accountability. Each unit develops and manages its own M&E processes including planning, tools and analysis, with overarching guidance provided by the Programme Support Unit in consultation with the Head of Operations. Currently, each unit is reviewing its M&E systems and is developing approaches to conduct more robust M&E activities – each unit is at different stages of this process.

Responsibilities

Review IOM South Sudan project documents including IOM South Sudan M&E strategy, project log frames and indicators, and existing monitoring and data collection tools. As well as review of relevant national documents, including the South Sudan Humanitarian Response Plan and relevant Cluster documents (including Cluster strategies where available) to ensure alignment with national standards and results
  • In Juba, consult with IOM South Sudan Programme Managers, M&E and Reporting Officers, PSU and HoO and other relevant staff (including IOM SS Protection Officer) to identify and review existing M&E plans and tools.
  • In Wau and Bentiu, consult with thematic specialists and programme officers to review how monitoring and data collection tools are used, communication and feedback from the field to Juba, and identify gaps and challenges.
  • Develop a draft comprehensive Results Based M&E framework.
  • Develop an implementation plan, including a detailed training plan, for existing and proposed monitoring and data collection tools.

    Qualifications and Experience:

  • Completed post graduate University Degree from an accredited academic institution preferably in social science, development planning, statistics or equivalent academic preparation and/or work experience.
  • Training in M & E development and implementation, information analysis and report writing.
  • 5 years of experience (or 7 years of experience for candidates with 1st level university degree) in Monitoring and Evaluation.
  • Ability to consolidate information from multiple sources. Ability to work with basic presentation software, e.g. Microsoft PowerPoint and Excel. Knowledge of Access and statistical analysis is a plus.
  • Significant field experience in humanitarian or development programming.
  • Experience in design and delivery of robust, relevant and timely M&E frameworks (including expertise and experience in indicator development, testing and data collection / analysis);
  • Significant experience developing and implementing Monitoring and Evaluation of large, complex, humanitarian programmes
  • Experience conducting reviews in South Sudan and / or the East Africa Region and a demonstrated understanding of the issues in South Sudan.
  • Good communication
    skills, both orally and in writing.
  • Fluency in English is required.

    Organizational Context and Scope;

    IOMs Monitoring and Evaluation (M&E) strategy aims to improve the quality and integrity of program delivery, ensure that programs are responsive to the needs of affected populations, and meet donor requirements and standards of accountability.

    Responsibilities

  • Assist the development and strengthening of Monitoring and Evaluation (M&E) systems, including learning and accountability and generation of reliable data for results-based management of the Wash unit overall and to strengthen project implementation;
  • Regularly update monitoring performance measurement with WASH staff, such as quality benchmarks and indicator and performance tracking for IOM and partner’s projects;
  • Support sound ethical and methodological design and implementation approach for WASH assessments and KAPs surveys as well as PDM and monitoring plans, ensuring that gender sensitivity and gender analysis is integrated;
  • Assist on quantitative data analysis and report writing for the unit’s assessment, KAP surveys and others surveys related to the behavior change strategy;
  • Support on organize and conduct training activities in Monitoring and Evaluation to IOM programme personnel and Implementing Partners (IPs) as needed;
  • Support project staff with after action reviews and documentation of learning;
  • Support the measure of project impacts and collection of vignettes with the PSU Communications Officer.
  • Support the development of improved information management systems within the office;
  • Perform such other duties as may be assigned.

    Qualifications

  • University Degree from an accredited academic institution preferably in social science, development planning, public health, statistics or related field;
  • At least two years’ work experience (or four years for candidates with first level of university degree) in Monitoring and Evaluation;
  • Ability to design and develop Monitoring, Evaluation, Learning and Accountability strategy, methodologies and tools;
  • Demonstrated previous experience establishing and managing robust complaint-response mechanisms;
    Ability to consolidate information from multiple sources and write timely and succinct information analysis and report writing;
  • Knowledge of digital data collection platforms and methodologies;
  • Excellent computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software, statistical analysis packages;
  • Good skills in training and capacity building in M&E;
  • Knowledge of Access database is an advantage;
    Previous experience monitoring Wash activities and/or GBV activities is an advantage;
  • Previous experience in equivalent role in South Sudan is an advantage
