In South Sudan, International Medical Corps is implementing programmes in humanitarian assistance, refugees and migration and longer-term development with a current portfolio of $22m, field offices and more than 700 staff.

Job Summary:

  • The Supply Chain Specialist design an effective supply chain program to promote quality programming in the region.
  • Will lead IMC Logistics Department operational support structure, committed to provide reliable and timely program activities support, evaluate the types of market available within South Sudan, determine what this markets can offer in terms range of materials supplies, products and services.
  • To determine the geographical distribution and nature of the local markets, analyze human resources available to support the supply chain and come up with supply chain ‘best’ practice of other organizations operating in South Sudan that can be mirrored as per of benchmarking.

    Leading supply chain – focusing on procurements (Local and Global):

  • The Supply Chain Specialist jobholder will have a clear understanding of the daily procurement activities at a task level in Juba, South Sudan.
  • To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.

    The tactical, implementation of work should focus on:

  • Performing the daily procurement tasks, ensuring that the IMC standard processes, procedures and ways of workings are executed (as well as country-defined approaches, where necessary) to an accurate level of detail.
  • Standard tools and templates should be utilized that will ensure procurement activities are streamlined
  • Lead monthly review sessions with all program managers on progress against procurements under process, upcoming procurement initiation & identifying current & prospective supply chain bottlenecks and developing mitigation plans for these.
  • Coordinate with Ops & Pharma colleagues to ensure rationalization & quantification supply chain IMC practices are being followed.
  • Providing hands-on supervision and support to procurement staff, where appropriate, to ensure that they are knowledgeable and competent in the daily execution and prioritization of their tasks (such as the order requisitioning process, Market surveys and optimization of the supply chain). The Supply Chain Specialist should be the first point of contact for country procurements and support staff, when required.
  • Contributing to Project planning, in terms of having an appreciation of the field constraints and capabilities. Raising these risks to the appropriate senior logistics and country management personnel in a timely manner is vital and should be executed.
  • Understand Donor requirements especially DFID, OFDA, ECHO, BPRM, UNICEF, UNHCR and share these with logistics support staff, where appropriate, so they understand their direct accountability to Donors through standard reporting.
  • Supporting the appropriate senior logistics personnel in the execution of specific project tasks and logistics planning activities, when required.
  • Ensure new staff receive appropriate inductions on procurement systems and processes
  • Lead and coordinate all global procurements and remain the country focal point person on global procurements
  • Supervise all filing and document management within the logistics department in a systematic, coherent and transparent way as per IMC needs and obligations and donor requirements. To evaluate the types of market available within South Sudan Logistics procurement activities.
  • Develop & maintain strategic sourcing plans and country supply chain plan, determine what this markets can offer in terms range of products and services and determine the geographical distribution and nature of the local markets.
  • To analyze human resources available to support the supply chain; that existing and newly hired national staff are trained & mentored to perform their functions; support in training and capacity building for the staff and ensure attendance sheets are delivered to Country logistics Coordinator, Regional and Global Logs team.
  • Establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regards to logistical matters
  • Ensure online procurement Tracking System is accurately and effectively used
  • Establish Blanket Purchase Agreements (Long term frame-work agreements) for a main supplies and services awarded/updated accordingly.
  • Set reliable communication line (regular meeting) with stakeholders to ensure duplication (if any) of procurement functions with Finance, Admin and HR are resolved.
  • Actively
    working with respective Budget Holders, ensure Procurement Plans are updated and consolidated for further use and shared with relevant staff.

    Communication and upward feedback:

    Communication will be important in the success of the role. The Supply Chain Specialist will need to clearly articulate any significant risks, issues and successes to the appropriate senior logistics personnel and all involved parties, in a concise and timely manner. This will include:

  • Proactively conveying procurement progress updates to the appropriate senior logistics personnel and all relevant parties, anticipating any future risks, issues or key developments that the wider team should be aware of.
  • Acting as the liaison between the appropriate senior logistics personnel, the logistics support staff and program staff including HQ (Global procurement team).
  • The Logistics Specialist is responsible for sharing any key Project / local process messages with the logistics support staff, as well as proactively raising feedback to the appropriate senior logistics personnel on behalf of his / her team.

    Mentoring and capacity building:

  • The Supply Chain Specialist will spend time mentoring the logistics support staff to develop their working capacity and skills through directly applicable training and education.

  • The role will also provide a foundation for career progression to logistics support staff.

    These mentoring and capacity building requirements will should be achieved through:

  • Frequent analysis of logistics support staffs’ capacity and capability in executing their role effectively and in a time efficient manner.
  • This information should be shared with the appropriate senior logistics personnel.
  • Personal Development Plans should capture future training needs / requirements, career aspirations.
  • The Logistics Specialist, together with the appropriate senior logistics personnel and management, should work closely with his / her staff to offer next steps for achieving new skills.

    Prevention of Sexual Exploitation and Abuse:

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

  • Promotes and encourages a culture of compliance and ethics throughout International Medical Corps.
  • As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.

  • Evidence of practical experience in logistics within the field of supply chain management (procurement, tendering, contracting management, etc.)

    Evidence of management of procurement systems

  • Evidence of 3 to 4 field deployments; 2 to 3 humanitarian emergency deployments and 3 to 4 international deployments; minimum 6 weeks in length.
  • Evidence of the ability to plan for, and conduct training in all areas of logistics for national and international staff (suitable to staff knowledge level). Some record of experience with donor (especially, OFDA, ECHO, DFID, BPRM, UN-Agencies specific procedures.
  • It is desirable that experience is supported by study by academic study, such as completion of the Certification in Humanitarian Logistics.
  • Experience of the provision of support to the management of budgets and the ability to provide input to the timely, complete and accurate reports.
  • The commitment and some demonstrated training skills to build national staff capacity, in the areas of supply chain management.
  • Good organizational and problem-solving skills, with an analytical approach.
  • Good interpersonal, management and leadership skills Evidence of ability to work in a participatory manner with staff to assess needs, implement and monitor activities.
  • Ability to integrate and work well within multi-ethnic and multicultural teams
  • Ability to work in harsh conditions, often in remote areas.
