GBV Coordinator

Program Background

International Medical Corps is currently implementing approximately 10 programs across nine sites in South Sudan. Through nearly 40 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery.

To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers. Also, IMC is implementing nutrition, sexual and reproductive health, mental health, and GBV and public health interventions in South Sudan.

IMC South Sudan is implementing DFID, UNICEF, CHF, UNFPA and DG ECHO financed GBV prevention and response program in Upper Nile, Jonglei Lakes and Unity states. IMC has secured a four years grant from DFID to implement GBV prevention and response programs in various sites across the country. This grant includes a component of protection program and income generating activities.

IMC works to mainstream protection and GBV in their other programming to ensure safe access to quality services for vulnerable people.

Essential Job Duties/Scope Of Work

Job purpose The primary function of the GBV Coordinator is to provide technical guidance and supervision for the successful implementation of GBV prevention and response activities of International Medical Corps in multiple sites in South Sudan. He/she will also be responsible for managing donor relations and country-level representation Essential Responsibilities & Accountabilities:

Program Planning
• Work closely with the GBV technical advisor in HQ, country level senior management, the GBV Manager and GBV Program Managers based in the field to ensure achievement of IMC’s program goals

• Provide strategic direction and undertake analysis of GBV trends, gaps in services, and IMC’s capacities to better address needs

• Contribute to program design and oversee the preparation of concept notes and proposals

• Contribute to ongoing programmatic assessments

Program Implementation and Capacity Development:
• Provide ongoing technical support and capacity building to GBV staff during programme implementation. Organize and lead GBV technical trainings as needed

• Provide technical support to strengthen and standardize programming across sites, including psychosocial support activities and case management systems, outreach and prevention strategies, and awareness-raising efforts

• Contribute to healthcare trainings to improve clinical response of rape

• Provide guidance on information-sharing and data management systems

• Compile monthly and quarterly reports, on time and with accurate data

• Work with implementing partners to ensure prompt implementation
of program per global standards

Coordination:
• Participate and contribute to the Juba-based GBV sub-cluster

• Advocate for adherence to SOPs and on behalf of program teams as needed

• Ensure maximum visibility of IMC amongst the UN and NGO community

• Coordinate internally to support mainstreaming of GBV and protection in IMC South Sudan

Human Resources Management
• Assist in recruitment and support of qualified program staff as needed

• Promote and support strategies for staff to do self-care

• Fill in for program managers as needed during any periods of extended absence, including support and supervision of program teams

• Regular field visits to support field teams

• Conduct staff appraisals

Security
• Comply with security protocols and policies

• Consider security implications of all program activities, carefully reviewing new initiatives with program teams

• Maintain flexibility to take on added responsibility as and when needed

• Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

Prevention of Sexual Exploitation and Abuse
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.

Essential Qualifications & Skills

• Advanced degree in Social Work, Public Health, International Development or other relevant field of study preferred

• Minimum five – seven years of field experience, including experience in GBV program management and protection/GBV coordination

• Experience with proposal writing, reporting and M&E

• Experience working with income generating activities preferred

• Experience working with implementing partners preferred

• Relevant regional experience strongly preferred

• Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently

• Ability to work well with a cross-cultural team

• Strong communication skills, both oral and written

Language Skills:
• English fluency required

• Arabic proficiency will be an added advantage
