  • The Logistics Manager is responsible for the overall management of IMC Ethiopia logistical systems and staff in accordance with IMC policies, procedures and guidelines.

  • He/she will have responsibility for all matters pertaining to international and local procurement and tender procedures, contracting, commodities import, warehousing, transport (international and in-country), vehicle fleet management and asset management, distribution support and mandatory reporting, ensure proper set up of new sites or closure of sites when project activities end.

    Job Description/Responsibilities

    Specific responsibilities include, but are not limited to

  • Train and supervise logistics staff

  • Adhere to established policies and procedures

  • Provide thorough assessments of all logistics issues in emergency and development situations (airports, trucking fleets, warehousing, access routes etc.) and continue assessments to note relevant changes.

  • Manage all commodity movements, including secure warehousing, inventories, delivery, distribution, and end use supported with appropriate evidences and reports on commodity movements and problems encountered, as well as their resolution.

  • Ensure compliance with IMC OFAC license, and any related export licenses.

  • Supervise logistics staff in accordance with organization policies and procedures, ensuring that they have the necessary induction, training and support, as required. Maintain constant training in order to strengthen their management skills and proper usage of implemented logistics procedures, rules and regulations. Provide assessment and reports of the job performance evaluations of logistics personnel.

  • Supervise, manage and coordinate all logistics related activities from the technical and management point of view in a professional manner.

  • Assist and advise the Log Co. within the IMC Ethiopia country structure on logistics procedures in order to support the projects in the most time and cost efficient way.

  • Ensures the country Gift-in-Kind (GIK) management including reports

  • Coordinates the country Logistics reporting system (Warehouse, Asset & GIK, and Fleet) , ensure quality and timely submission

  • Oversee the team of end-use monitors to verify that distribution has occurred according to the intentions and plans of the donors, IMC, and project partners.

  • Negotiate and verify adherence to conditions and terms of the commodity transport contracts.

  • Ensure adequate transport means and review transport related documentation.

  • Locate and negotiate terms for adequate warehousing with security. Ensure that warehouses are adequate, well-maintained, and meet basic safety and health requirements.

  • Represent IMC to government officials, shipping and clearing agents, transport companies, and partner representatives in a positive and professional manner.

    Compliance

  • Ensure compliance with IMC policies and procedures, donor regulations and local laws.

  • Ensure that the procurement and disposal of commodities, especially those subject to US Export Compliance regulations, are in line with applicable licenses and are properly documented.

    Human Resources

    Manage all under supervision with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the
    highest standards of accountability and professionalism.

  • Make frequent site visits, to ensure that the appropriate care and support is being offered. Ensure that staff supervised by this position are evaluated regularly, trained and/or mentored in a structured accountable manner, and written records of such are retained.

  • Provide input to the recruitment, selection and performance of logistics staff, as required.

    Training/ Capacity Building

  • Advocate and plan for professional development for all staff

  • Determine training needs for staff the position supervises.

  • Provide input, and deliver where applicable, training for relevant staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs

    Working Relationships

  • Proactively engage with your supervisor, and key staff (Program, Finance, Medical) on all matters logistic to assist with ensuring that programmatic and project planning incorporates sufficient funding for logistical staff and logistical support mechanisms.

  • Proactively engage on a regular basis with regional IMC logistics teams and logistics manager colleagues, and logistics managers from other organizations to ensure appropriate links for interagency logistics coordination.

  • Where directed, proactively engage with donors, local government, project partners, UN agencies and other non-governmental organizations in order to manage the distribution of goods and material as, well as to ensure adequate information sharing, address common concerns/problems and seek solutions.

    Job Requirements

  • BA Degree in Logistics /Supply Chain Management or related field with a minimum of 8 years’ experience

  • Evidence of practical experience in logistics within the field of supply chain management

  • Evidence of management of logistics systems.

  • Evidence of the ability to plan for, and conduct training in all areas of logistics for national and international staff (suitable to staff knowledge level).

  • Good organizational and problem-solving skills, with an analytical approach

  • Good interpersonal, management and leadership skills

  • Excellent communication and customer relations skills

  • Ability to coordinate with others and work under pressure of tight and conflicting deadlines and handle concurrent activities

  • Evidence of ability to work in a participatory manner with staff to assess needs, implement and monitor activities

  • Ability to integrate and work well within multiethnic and multicultural teams

  • Ability to work in harsh conditions, often in remote areas.

  • Negotiation, interpersonal and organization skills

  • Valid driving license

  • Proficiency of Microsoft Office including MS Word and Excel, as well as email communications and other computer programs.

  • Professionalism, Honesty, Integrity.
