The Need

International Justice Mission (IJM) is a global non-governmental human rights organization which protects the poor from violence by rescuing victims, bringing the criminals to justice, restoring survivors to safety and strength, and helping local law enforcement build a safe future that lasts.

International Justice Mission (IJM) Uganda is working in partnership with the government and other agencies to build capacity for the public justice system to provide justice for survivors of Violence against Women and Children (VAW/C), including intimate partner violence and forms of sexual violence.

IJM is seeking an individual to use their management, analysis, and program design skills to develop measurable, high-impact projects and programs in the IJM Uganda field offices.

In this role, you will have the opportunity to shape the way IJM conducts work in Uganda to secure rescue and relief for victims of violent abuse and ensure public justice systems work for the poor.

This position is based at IJM’s National office in Kampala, Uganda and reports to the National Director, Uganda.

Responsibilities

Project Design

  • Oversee and lead the National program in the entire Design, Monitoring, and Evaluation (DME) process in order to develop effective projects in compliance with IJM global policies;
  • Ensure the integration of all Field Office projects and activities within the larger global Justice System Transformation (JST) program framework;
  • Lead the office and its local partners in reviewing and developing robust implementation plans and program monitoring frameworks;
  • Train field office staff and partners on program design techniques in accordance with IJM policies and best practice;
  • Identify and propose areas for greater organizational effectiveness and develop best practices that will further the mission; and
  • Assist the National Director, Field Office Directors and other relevant IJM leaders in identifying and assessing opportunities for new programs in support of the region’s strategic plan. Monitoring
  • Assist IJM Uganda leadership to oversee and ensure that National program outcomes and key performance metrics are updated and met during the entire JST program implementation;
  • Develop new or enhance existing performance management systems through appropriate tools such as IJM’s CTMS (Casework Tracking Management Software) and MFM;
  • Coach and mentor staff on the appropriate ways to collect and analyze data in performance management systems to ensure data quality, effective decision making, and accountability;
  • Develop strong monitoring practices and exercise periodic field supervision of program implementation to track progress against the DIP and provide feedback to the National Director, Field Office Directors and other relevant leaders;
  • Conduct feedback sessions with field teams following key program milestones and disseminate best practices and lessons learned;
  • Participate in the design and implementation of research projects and evaluations, ensuring that approved changes from all monitoring and evaluation work are incorporated into project plans.Management of Program Data, Budgets, and Grants
  • Enhance existing and, where necessary, develop new management processes and systems in support of organizational needs and in line with organizational priorities.
  • Build the capacity of staff to use and get full value from program management processes and systems.
  • Enhance stewardship and accountability by ensuring the efficient and effective use of program resources (human, materials, financial) for the intended purpose;
  • Manage field office reports, statistics and case information in order to provide data to internal and external parties upon request;
  • Lead the development and submission of
    all internal and external proposals and reports; Facilitate timely, accurate reporting on all grants; and
  • Ensure strict compliance with grantor’s rules and regulations throughout the duration of the grant in collaboration with the Field Office finance teams.Field Office Liaison
  • Act as the liaison between the National Office, Field Offices, and IJM HQ on all matters related to program design and implementation, ensuring smooth coordination and information flow;
  • Promote partnership, networking and build strong relationships with key stakeholders across government offices, non-governmental organizations and other respective partners;
  • Represent the IJM Uganda team well through intentional advocacy and relationship building to enhance IJM’s credibility and visibility in the country;
  • Assist in the planning and execution of program events initiated by the field office; and
  • Perform other duties as assigned.

    Required Skills and Experience

  • 5+ years of successful experience driving and managing complex programs, including data and budget management;
  • Master’s degree in Management, International Development, or related field;
  • Exceptional written and oral communication skills;
  • Knowledge of standards relating to design, planning, monitoring/measurement, and program evaluation;
  • Fluency in written and oral English;
  • High level of proficiency with Microsoft Office applications; Critical Qualities
  • Mature orthodox Christian faith as defined by the Apostles’ Creed;
  • Meticulous attention to detail;
  • Effective as a team player;
  • Self-starter with strong initiative;
    Proactive, creative problem-solver; and
    Flexible and productive under pressure. The Mission

    What is a statement of faith?

  • A statement of faith should describe your Christian faith and how you see it as relevant to your involvement with IJM. The statement can either be incorporated into the cover letter or submitted as a separate document and should include, at a minimum, a description of your spiritual disciplines (prayer, study, etc.) and your current fellowship or place of worship.
