International Fund for Agricultural Development Country Programme Analyst Jobs in Ethiopia; The Country Programme Analyst is responsible for established programme/project coordination. The incumbent is expected to perform functions related to IFAD's mandate of improving rural food security and nutrition and enabling poor rural men and women to overcome their poverty, and to overall efforts by IFAD within the UN Common System to increase capacity-building and sustainable development in developing countries.

Responsibilities

  • Provide day-to-day support to administration and reporting in support of the Country Director, including budget preparation, monitoring expenditures, and grant portfolios

  • Collect and analyze data to support programme/project activities, enhance technical quality of IFAD country activities, and contribute to design, supervision, implementation, and completion activities

  • Provide substantive contributions to monitoring and evaluation (RIMS) and reporting (PSR)

  • Participate in capacity building activities, including identification, documentation, harmonization, and dissemination of national and local issues, best practices, and lessons learned

  • Support partnership building by identifying potential partners, development initiatives, and best practices; maintain counterpart contacts to promote programme and project implementation

  • Track project/programme documentation through the project cycle, including completion

  • Participate in relevant policy meetings and events, analyze and draft reports on innovations and developments for knowledge sharing

  • Gather evidence-based data from projects to link realities on the ground with government policies and programmes

  • Support communications with headquarters and draft regular and periodic reports and documents, including project, country office, thematic, or portfolio reports

  • Compile data for and draft half-yearly and annual reports, including lessons learned from design and implementation support experience

  • Serve as monitoring and evaluation focal point for the MCO, perform data analytics for portfolio performance, and liaise with the portfolio advisory team in the regional office

  • Monitor the contract monitoring tool, liaise with the Senior Regional Procurement Officer to identify capacity development needs, and participate in implementation support and supervision missions

  • Collaborate with sector partners on monitoring and evaluation, including REDFS, UNCT, and others

  • Consolidate and analyze portfolio data across Ethiopia, Eritrea, and South Sudan; develop and maintain dashboards integrating project performance ratings, disbursement, procurement, and implementation data

  • Produce monthly and quarterly analytical briefs and scorecards highlighting
    performance trends, risks, and priority management actions

  • Monitor portfolio risk dynamics, analyze early warning signals, and contribute to programme delivery risk reporting

  • Serve as M&E lead for Addis MCO, ensure logical framework quality and COSOP alignment, lead portfolio-level results analysis, and contribute to corporate reporting

  • Provide analytical support across supervision and implementation missions, ensure evidence-based ratings, and track implementation of Agreed Actions

  • Lead preparation of Addis MCO portfolio-level reports, including quarterly reviews and inputs to regional and corporate stocktakes

  • Ensure Addis MCO data integrity across corporate systems (ORMS, OPEN, ICP, GRIPS), and support development of templates, dashboards, and digital tools for portfolio monitoring

  • Engage with PMUs to improve reporting quality, data consistency, and implementation tracking, providing targeted analytical support

  • Document lessons learned and best practices, support development of knowledge products, and ensure alignment with regional and corporate analytics frameworks

    Qualifications
  • Advanced university degree in rural development, agriculture, economics, rural finance, development policy, or other job-related fields

  • Experience in programme/project coordination, monitoring and evaluation, and reporting within international development contexts

  • Ability to analyze and synthesize technical information and data, including database management

  • Experience in capacity building, partnership development, and policy support

  • Strong communication skills, ability to draft reports and present findings effectively

  • Demonstrated ability to manage relationships with counterparts, partners, and government institutions

  • Knowledge of IFAD’s Results-Based Country Strategic Opportunities Programme (RB-COSOP) objectives and results framework

  • Organizational competencies: building relationships, communicating and negotiating, demonstrating leadership, focusing on clients, learning and innovating, managing performance, managing time/resources, problem-solving, strategic thinking, and teamwork
