Primary Function/Purpose

  • The Junior Training Consultant is expected to provide technical and operation support to the National Election Board of Ethiopia (hereinafter ‘NEBE’) on a range of issues including development and execution of an effective training strategy to support the success of the upcoming Ethiopia general elections.

    Major Duties and Responsibilities

  • Support in the design and implementation of training activities on electoral administration, electoral legal framework, and the overall electoral process;

  • Support the development and execution of an effective training strategy and training materials targeting election officials at various levels based on approved workplan(s), budgeting, and other relevant framework;
    Coordinate with NEBE implementing partners to plan for and facilitate the implementation of training activities, including at the regional level;

  • Support the identification of training centers and distribution of invitations to training participants;

  • Support the appointment of trainers, gather information of trainees and monitor and assist in the overall training process;

  • Support the gathering of information of personnel needed for voter registration, voting and other electoral processes; as well as gather details of the timeline and type of training;

  • Support the development and improvement of training manuals, and assist in their translation into the relevant local languages;
  • support the preparation of relevant training documents and materials for use by trainers;

  • Assist in the recruitment of election officials, and ensure that sufficient training is provided on voters registration, candidate registration, voting and counting, and results announcement;

  • Participate in forums tied to electoral training administration; closely monitor training strategies from the experiences of other countries and contribute to the enhancement of the overall training strategy and process;

  • Maintain crucial training documents which track progress, file all documents
    in an appropriate database, ensure that all documents are accurate and have been accepted by the supervisor;

  • Identify any potential issues or risks that could affect any training plan, communicate these items with the supervisor, and work to identify potential solutions;

  • Closely monitor the training schedule, monitoring deadlines for each training task, raise potential delays with the supervisor;

  • Ensure that branding, marking, and reporting expectations are well planned and met;

  • Other duties as assigned.

    Skills and Specification

  • Excellent verbal and written communication skills;

  • The ability to remain highly organized while handling multiple tasks under tight deadlines;

  • The ability to complete tasks with limited supervision;

  • Demonstrated ability to operate well in a collaborative and cooperative environment;

  • Ability to handle sensitive issues and address matters with integrity;

  • Willingness to adhere to all principles of confidentiality;

  • Excellent reporting and document handling skills;

  • Ability to show initiative, good judgment, and resourcefulness.

    Education and Qualification

  • Bachelor’s Degree in Business Administration, Statistics, Political Science, Communications, International Relations or related area required;

  • Minimum of TWO (2) years relevant work experience required; Experience working with projects supported by international NGOs on implementation of international technical assistance programs considered a plus;

  • Demonstrated professional experience & knowledge in training and facilitation required;

  • Demonstrated knowledge & professional experience in election administration preferred;

  • Demonstrated professional experience in drafting training plan, manuals and other materials in Amharic and English preferred;

  • Familiarity with Building Resources in Democracy, Governance and Elections (BRIDGE) training or electoral legal framework a plus;

    Language Skills

  • Fluency in English and Amharic required.
  • Fluency in other local languages a plus.
