Purpose

  • The Civic and Voter Education Consultant is expected to support the Voter Education Department at the National Electoral Board of Ethiopia (hereinafter ‘NEBE’) in developing and implementing NEBE’s civic and voter education strategy.

    Duties and Resposibilities

  • Based on NEBE’s mission and strategy, support the department in preparation of departmental plan, monitoring and evaluating implementation and preparing report for concerned bodies;

  • Support in assessing the human resource needs for the department and staff capacity assessment;

  • Assist with production and dissemination of civic and voter education materials translated into local languages and help monitor quality of implementation;

  • Review quality of training modules and related materials and plans and support the rolling out of training to the regions;

  • Coordinate the procurement for civic and voter education related activities;

  • Review the standards and requirements to select civil society organizations to provide civic and voter education;

  • Help organize an effective platform to enable civil society organizations to clearly understand their engagement with NEBE and compliance requirements;

  • Contribute to the development of monitoring tools for the continuous assessment of public
    knowledge of electoral-related issues amongst potential voters;

  • Ensure information related to the department is well captured and organized; and

  • Perform any other duties as assigned by the supervisor.

    Job Requirements

    Skills & Specifications

  • Experience in the development and delivery of public education and information programs in an election context, or relevant equivalent experience working with civil society organizations and implementing projects;

  • Work experience with implementation of an inclusive/gender-responsive public education program is an asset;

  • Ability to remain highly organized while handling multiple tasks under tight deadlines;

  • Willingness to adhere to all principles of confidentiality;

  • Values operating in a collaborative and cooperative environment;

  • Ability to show initiative, good judgment, and resourcefulness;

  • Conduct self with integrity and conduct work ethically;

  • The ability to remain highly organized while handling multiple tasks under tight deadlines.

    Education & Qualifications

  • BA in Political Science and International Relations, Law, Public Administration, Civics, Pedagogical Studies, Communications and Journalism and related fields

  • 5 years of relevant experience.

    Language Skills

  • Fluency in English and Amharic required; strong command in more than one NEBE working language preferred
