International Consulting Company Terms of Reference for Short Term National Expert – Small & Medium Scale Enterprise Development Specialist Jobs in Ethiopia


General Task

  • The consultant will work under general guidance and supervision of the Team Leader and in close coordination with the project staff to finalize its assigned task.

  • He/she shall provide guidance and technical support to local technical staff, target communities and local institution in business planning and management and marketing linkage so as to enhance their livelihood and resilience against drought shock.

    Specific Tasks

  • The consultant shall perform a desk review followed by fieldwork to compile the required information and produce the relevant analysis and action plans of performing overall assignment.

    The consultant shall perform amongst others, the following tasks:

  • Review project documents including plans, report and other related information and prepare an updated plan of action for the assigned task during the contract period

  • Review and technically enrich the draft alternative livelihood and basic social service support implementation manual.

  • Undertake market opportunity and technical viability assessment and shortlisting feasible income generating works in the entire project target woredas.

  • Prepare a simplified training manual on business planning and management including business planning format and recording of finance, materials and other business property.

  • Prepare sample business plans for each category of identified business scheme.

  • Organize ToT on business planning and management for regional, woreda and kebele government staff.

  • Organize and facilitate community level business planning and management training and technical training on selected business schemes (at least one for each of the project target Woreda).

    Expected Outputs and Deliverables

  • Updated and detail action plan to perform the assigned task.

  • Final document of livelihood and
    basic service support implementation manual.

  • Well prepared business-planning format.

  • Prepared a sample business plans for each category of identified business scheme.

  • Final market and technical assessment report of feasible income generating works of all woredas based on the sector focused strategies and business cases.

    Duration of the contract

  • The overall duration of the assignment covered by this ToR is 45 person-days from the date of signing the contract.

  • The working days should be continuous but, if some unforeseen issues arise, the working days can be split, after the approval of the MoA Project Coordinator and the International Consulting Team Leader.

    Management, reporting line, line of budget

  • The consultant will closely work with the International Consulting livelihood specialist and with the International Consulting M&E expert and will report to International Consulting Team Leader.

  • The consultant will also work in close coordination of federal, regional and woreda government staff.

    Job Requirements

    Qualification and Work Experience

  • At least MBA/MSc in Economics, Rural Development or in another related field.

  • Minimum of 15 years’ of experience on the area of community-based livelihood development, promotion of small business and IGA, and entrepreneurship with at least five years’ work experience in pastoral areas.

  • Past practical training experience in livelihood development, entrepreneurship, business planning and management.

  • Good understanding of Ethiopia’s rural development, Small Scale and Medium Enterprise development and cooperatives promotion policies.

  • Excellent interpersonal communication skills as well as stakeholder management and coordination experiences.

  • Excellent written and oral communication skills.

  • Fluency in Amharic and sufficient command of English language are essential. Knowledge of Somali or Afar language is an added value.
