International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and implemented over three hundred projects.


IBTCI serves government agencies, private sector companies and several donor agencies. IBTCI specializes in Monitoring & Evaluation (M&E) across many sectors including, but not limited to, conflict and crisis, democracy and governance, economic growth, education, environment, and global health.


SPSS seeks a Monitoring and Verification (M&V) Technical Consultant to provide technical assistance to monitoring and verification of results in the field in order to ensure that all USAID Implementing Partners' data are complete, accurate, and consistent with agreements and reports, as well as USAID regulations.


Responsibilities:


Operational Support to MV&R Task Order:

  • Assist MV&R staff in the day-to-day implementation of all key MV&R work processes (pre­ deployment, deployment, post-deployment and reporting.
  • Maintain thorough knowledge and understanding of all USAID Implementing Partners' (IP) key activities, target populations and implementation approaches.
  • Support in the development and maintenance of relevant M&V tools and protocols that reflect client's needs for each Implementing Partner and against the overall USAlD activity portfolio.
  • Support in the review of individual M&V reports presented by report writers prior to compilation by the Quality Assurance Manager for submission to USAID.
  • Track and update IP feedback on all verification reports
  • Support the Quality Assurance Manager in writing the consolidated report.
  • Coordinate the preparation of MV&R key findings summaries.
  • Other duties as assigned.

    Relationship Management:

  • Review documentation related to IPs, including documents received from IPs as per verification requirement, information sheets, versions of individual M&V reports and IP feedback trail.
  • Support M&V Officers in problem-solving and responding to issues identified in field processes.
  • Contribute to the presentation of MV&R findings to USAID and IPs per round of fieldwork.
  • Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict &
    Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.


    Requirements:


  • Knowledge of relevant USAID rules and regulations related to monitoring and verification activities and approaches.
  • Demonstrated experience writing reports for USAID projects
  • Previous experience in mobile data collection platforms and processes (preferably ASKIA but any other experience valued), including CAPI formatting and mobile scripting processes.
  • Ability to multi-task within tight deadlines and with strong attention to detail.
  • Strong collaborative and relationship management skills.
  • 3+ years' international experience in the management, monitoring and evaluation of development programs.
  • Proven experience in developing monitoring and verification tools and training/managing staff in effective use of those tools.
  • Verbal and written proficiency in the English language required.


  • Working Environment: Work is typically performed in an office environment.

  • Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

  • Supervisory Responsibility: This position does not have supervisory responsibilities.

  • Travel: International travel may be required, including travel to fragile and conflict-affected countries.

  • Work Authorization: Candidate must be authorized to work in Kenya.
