Overview:

The Senior Social and Behavior Change Advisor will primarily support the USAID Zambia Mission as an IBTCI Institutional Support Contractor (ISC).

The Senior Social and Behavior Change Advisor will work in the Health Office of USAID/Zambia and provide technical leadership for the Health Team’s social and behavior change (SBC) activities, and will have primary responsibility for supporting the Health Team’s SBC activities across the areas of HIV, malaria, tuberculosis, maternal and child health (MCH), family planning and reproductive health (FP/RH), global health security (GHS) and nutrition.

The Senior Advisor will provide high level programmatic assistance and support and promote stronger collaboration with the relevant Government of Republic of Zambia (GRZ) counterpart Ministries working on behavioral change impacting the health sector, including prevention and health communications interventions that promote positive change in reducing risks and adopting healthier behaviors.

The Senior Advisor will engage appropriate Ministry and development partner counterparts to support prevention planning, coordination, technical oversight, leveraging resources, and longer-term strategic planning to support the GRZ’s national plans for sustained impact of SBC interventions in improving health status.

Essential Duties/Tasks and Responsibilities:

The Social and Behavior Change Advisor will be responsible for:

Technical Leadership:

  • Serves as the primary subject matter expert and point of contact within the Health Office and USAID/Zambia for all matters related to SBC for RH/FP, MNCH, HIV, malaria, nutrition, and GHS.

  • Works with other USG counterparts to coordinate learning events and lessons learned dissemination forums involving relevant health partners and stakeholders to build their capacity in state-of-the-art SBC approaches.

  • Keeps abreast of new survey and research findings in health promotion in Africa and Zambia, synthesizing findings and implications, disseminating them to other USAID and USG staff; advising on appropriate shifts in USAID SBC strategic interventions to respond to evolving epidemiological data based on design of rigorous research and evaluations.

  • Reviews annual work plans produced by IPs to ensure that best practice, evidence-based approaches are incorporated into all USAID-funded SBC activities and that the planned activities will result in increased demand and use of RH/FP, MNCH, HIV, nutrition and malaria services.

  • Reviews all quarterly, annual, and special reports and surveys to ensure proper reporting on SBC output and outcome indicators.

  • Develops strategic documents and guidelines to integrate SBC activities into other Mission activities.

  • Advocates for increased attention and funding for SBC in Health Office and Mission programs in order to achieve targets and goals.

  • Attends external meetings, committees and task teams, including GRZ-facilitated technical working groups.

  • Develops and presents research publications and abstracts for national and international conferences and symposiums.

  • Presents USAID program performance results, research results; and plans to USAID/Washington, USAID/Zambia and to internal and external stakeholders that include other
    development partners, private sector partners, GRZ, U.S. government counterparts from other countries and USAID IPs.

  • Provides technical support for and makes recommendations, with appropriate counterparts, regarding SBC programs and projects funded by USAID.

  • Provides significant technical assistance and support for collaboration with SBC projects managed by other USG agencies, including PEPFAR and PMI.

  • Provides technical support to facilitate the increased use of effective monitoring and reporting systems; provides technical input for the development of Performance Monitoring Plans; and reviews and makes recommendations for implementing partners’ annual
    work plans and budgets.

    Monitoring and Reporting:

  • Conducts site visits to review program implementation and meet with beneficiaries, and communicates findings and recommendations to the Health Team, implementing partner and, as appropriate, GRZ counterparts on recommended adjustments of SBC program activities.

  • Supports the Monitoring and Evaluation / Strategic Information (SI) Division with updating the Performance Monitoring Plan with relevant indicators on an annual basis, and verifying the data quality, tracking tools and data synthesis, and use of SBC performance indicators, in particular those provided through prevention activities.

  • Ensures all routine and ad hoc reporting requirements reflect fully the entire Mission’s SBC and prevention indicators and reporting against targets.

  • Prepares relevant sections of the Operational Plan, the Performance Plan and Report, Resources Requests (Congressional Budget Justifications, PEPFAR Country Operational Plan, Malaria Operational Plan), and other required project documents and reports. Supports the Mission’s semi-annual and annual report of program performance per USAID, PMI, and US Global AIDS Coordinator requirements.

  • Works closely with USAID SBC partners to ensure that program achievements and lessons learned are disseminated to sector representatives. The Advisor maintains an up-to-date summary of all programs’ technical and geographic areas relevant to SBC.

  • Other duties as assigned.

    Qualifications

    Minimum Requirements:

  • Master’s degree with 10 years, Bachelor’s with 12 years, Associate’s degree with 14 years or High School with 16 years of relevant education and experience in communications, marketing, public health, international development or related field.

  • Experience in health promotion and communications in developing countries.

  • International donor, PEPFAR or implementing partner experience preferred.

  • The incumbent must have strong writing, communication, organizational, and IT skills (proficiency in standard office programs and data base managers--e.g. Microsoft Office); ability to facilitate meetings and to make oral presentations logically and persuasively to senior officials and partners in a multi-cultural context, along with the ability to produce concise, clear reports.

  • Excellent and demonstrated English language skills – reading, writing and speaking.

  • Must have the ability to work independently with minimum supervision and within a team in a fast paced, dynamic environment.

  • Demonstrable results-oriented, flexible and problem-solving skills.

  • US citizenship or US permanent residency with the ability to obtain and maintain Facility Access required.

  • Education: Master's degree in communications, marketing, public health, international development or related field.
