Overview:

The Transition Initiatives for Stabilization Plus (TIS+) activity is a five-year USAID-funded project that will run from May 2015 to April 2020. The intent of the TIS+ activity is to support achievement of USAID/Somalia’s goal by fostering participatory processes that promote good governance and community cohesion.

Given the fragile nature of the Somali government and the existence of an insurgency in parts of South Central Somalia, USAID is maintaining a continued focus through TIS+ on quick impact stabilization activities at the district and community levels.

This task order focuses on a midline assessment, and it is anticipated that Contribution Analyst (CA) will contribute to all assessment phases and deliverable tasks until the completion of this midline assessment in July 2019. The CA will provide detailed district level analysis of other programs and interventions that may influence the outcomes of the TIS+ activity.

This will be largely determined through the analysis of qualitative and quantitative data collected and through donor and host country analysis of policies and programs likely to influence TIS+ activities and the CVE context in Somalia.

Using your contribution analysis and subject matter skills, perform tasks on specific task orders and/or contracts. Tasks could include, but not be limited to:

Scope of Work:

  • Develop a set of contribution stories that assist in answering the relevant assessment or evaluation question;
  • Analyze data from household (HH) surveys, focus group discussions (FGDs), and key informant interviews (KIIs) as well as other sources of data critical to establishing credible and reasonable contribution stories;
  • Analyze donor and partner contributions where relevant in the targeted areas;
  • Assess and examine whether TIS+ is active along all four of its objectives (stemming from its Theory of Change and Log Frame/ Results Framework) during the midline stage;
  • Establish likely pathways for contribution story narratives and detailed analysis of service overlaps across the objective areas;
  • In partnership with the Team Leader , the TIS+ Assessment Team and particularly the Subject Mater Specialist (SME), write reports, prepare CA inputs for
    presentations, and establish causal linkages, along with key assumptions and causal mechanisms underpinning the Theory of Change as outlined by TIS+; and
  • Other duties as assigned by the Team Leader and/or Project Director.
  • Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

    This position does not authorize/require the consultant to directly communicate with IBTCI clients.

    This position does not authorize/require the consultant to have decision making authority on final work product.

    Preferred Knowledge, Skills and Abilities:

  • Strong analytical skills to report comparative findings (across clusters) in a concise manner;
  • Knowledge of the design and implementation of instrumental case studies (“Why” and “How”) and stability phenomena in the Somalia context; and
  • Experience in Somalia and programming focused on Countering Violent Extremism (CVE).

    Minimum Requirements:

  • At least 10 years of experience in monitoring and evaluation, program design, data collection and research, of large scale donor-funded programs, preferable USAID;
  • Demonstrated and extensive experience with the design and application of Contribution Analysis in evaluation and/or program assessment;
  • Demonstrated, extensive experience in planning and conducting baseline assessments and mixed-method evaluations;
  • Experience in fragile environments with both quantitative and qualitative data collection;
  • Experience with community-based programming in insecure I fragile environments;
  • Understanding of Somali gender issues; and
    Strong communication and inter-personal skills required for working with multi-cultural, multi-lingual and multi-ethnic teams.
  • Education: Master’s degree in political science, social sciences, international development, and/or a relevant field.

  • Supervisory Responsibility: This position has no supervisory role.

  • Travel: Travel is required.
