Integrity Team Lead – Services for SDC Somalia Country Programme Jobs in Kenya


Scope of work

  • Integrity is looking for a dynamic and ambitious Team Lead for the TPME&L and AAP Services for SDC Somalia Country Programme.

  • The Team Lead will be responsible for coordinating the delivery of the third-party monitoring verifications and will be the technical lead for all deliverables from a MEL technical standpoint.

  • The TL will lead the integration of third-party monitoring, digital platform, and learning inputs in the production of verification summary reports, data analysis dashboards and associated learning products.

  • They will design and administer clear processes for delivering these products, fostering an effective, efficient, and collaborative approach across the different functional teams.

    Pr­oject background

    Through its Whole-of-Government Regional Cooperation Strategy Horn of Africa (CS Horn of Africa), Switzerland has the following priorities:

  • Geographic target: ASAL regions of the Horn of Africa, mainly Somalia, North-Eastern Kenya and South-Eastern Ethiopia. Switzerland aims at stronger focusing its intervention to rural and harder-to-reach areas.

  • Population target: pastoralists, agropastoralists, most vulnerable parts of population (including displacement-affected communities). Switzerland aims at better including marginalized and disadvantaged groups, such as minority groups in Somalia.

  • Thematic target: Governance, Food Security, Health, Protection/Migration.

  • So far, 2/3 of Switzerland intervention in Somalia are being implemented through the World Bank and United Nations agencies. The remainder is mainly implemented through consortia of International Non-Governmental Organizations (INGOs). Switzerland intends to broaden its modality mix, particularly by increasing direct engagement with local actors (public - such as national or local authorities; private – such as local NGOs, faith-based organizations, local for-profit sector, local academia and think tanks, etc.).

  • Switzerland aims at building on its neutral and independent stance and reputation in Somalia, at fully respecting the humanitarian principles, at working as systemically as possible for Somali-led solutions without emulating international best practices, at building trusted partnerships with implementing
    partners, and at using monitoring and data for evidence-based programming and best impact.

    The Team Lead’s Experience and Expertise

  • We are looking for a wide range of experience in supporting collaborative processes that create better spaces for people to reflect on and learn from each other’s experience and know-how in the context of MEL.

    In particular:

  • At least 5 years' Team Lead/Chief of Party experience, including programmes requiring a monitoring or verification focus.

  • Experience of delivering for DFID or USAID programmes. SDC experience an advantage.

  • Good knowledge of the Somalia operational context, gained from a minimum of 3 years’ experience of working in Somalia.

  • Demonstrated experience designing and delivering community or beneficiary feedback mechanisms.

  • Demonstrated experience managing, motivating and supporting teams of full-time personnel and short-term consultants.

  • Experience of remote management of teams and activities

  • Thematic experience in at least one of the key thematic areas: health, migration, humanitarian, protection, food security/agriculture, and/or governance.

  • Good client management skills, engaging with donors and stakeholders ensuring clear regular communication.

  • Representational and diplomacy skills.

    Desirable Experience includes:

  • Experience of working with SDC an advantage

  • Experience working for a commercial MEL supplier.

  • (Experience working with call centre–based remote monitoring systems if accountability strongly included in the final project TOR)

  • Knowledge of UN and multilateral systems.
