Job Summary

  • Reporting to the Head of Mission (HoM) Kenya, the Deputy Monitoring Officer, South (DMO-South) will ensure delivery of all INSO Services in line with Service Delivery Standards (SDS) and other policies and procedures.

    Main Responsibilities:

    Delivery of INSO Services

    INSO Alerts

  • Be on the lookout/vigilant on occurrences and incidents requiring immediate operational response

  • Verification of Incidents/occurrences

  • Drafting Alerts as per the guidelines

  • In collaboration with the HoM, review the Alerts

  • Prompt publication of Alert Reports as they occur

    INSO Reports

  • Be on the lookout/vigilant on occurrences and incidents requiring immediate operational response

  • Verification of Incidents/occurrences

  • Drafting Alerts as per the guidelines

  • In collaboration with the HoM, review the Alerts and issue updates accordingly

  • Publication of Alerts

    Weekly Incident List

  • Gather incidents occurring within the week in coordination with the Field Monitors

    Monthly Reports

  • Contribute to the drafting of the report by providing inputs from your area of coverage to the HoM as per the guidelines

    Independent Safety Advisor Services

  • Upon request by NGOs, and in coordination with HoM, respond to day to day requests from individual registered NGOs, this could include (but is not limited to) advice on a planned travel, incident management, general or tailored-made briefings or third-party referrals.

    Site Security Review Service/Compound Assessment

  • In coordination with HoM, assist NGOs upon request to conduct a site security review of any NGO facility (residence, office, sub-office, warehouse etc.) and provide written report with recommendations.

    Crisis Assistance

  • In coordination with the HoM, and in relation to security matters of extreme urgency or sensitivity - such as life-threatening injury, armed attack, fatality or kidnapping - provide expert assistance to senior NGO crisis responders with urgent advisory, information or referral services such as liaison with quick reaction forces (QRF), reference to medical services or advice on incident management

    SitReps

  • Prepare weekly reports (SitRep) for HoM

    Monthly Country Directors Briefing

  • Assist the HoM in preparation and where necessary presentation of the briefs

    Networking

  • Liaise closely with NGOs, the UN, the military and other national and international security agencies to obtain relevant information for NGOs use.

  • Conduct field trips to develop expertise of the local context or through constant communication with local partners, including NGOs

    Line Management

  • Manage, guide, orient, supervise field monitors in Coast, Nairobi, Western, Nyanza, Narok/Nakuru regions in accordance with INSO Regulations

  • Conduct Performance Appraisals of Field monitors

  • Support Field Monitors in setting annual objectives and monitor progress of the objectives.

    Confidentiality

  • Observe and maintain confidentiality and safety of any documentation or procedures as outlined by INSO Policies;

  • Observe and maintain confidentiality and safety of all NGO information.

    Lines of Communication

  • The Head of Mission is your point of contact.

  • The above duties are not
    exhaustive; flexibility is expected as you may be assigned any other duties that may not be listed above to meet the needs of the programme.

    Mandatory Requirements

  • Kenyan citizenship

  • Bachelor’s degree in Journalism, Political Sciences, History, Anthropology, Social Sciences or any other equivalent qualification.

  • 2 to 3 years of work experience in positions requiring high level information, processing, analysis and writing on safety or any other related work

  • Excellent oral and written skills in English

  • Excellent understanding of approach to safety

  • Ability to relate and network with key stakeholders in Kenya

  • Excellent computer skills
