The infectious Diseases institute (IDI) is a Ugandan not-for-profit organisation whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development.

IDI has five operational; areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research Laboratory services (including the CAP-certified IDI Core; Lab) and Outreach.

The institute is partnering with the Program for Accelerated Tuberculosis Control in Karamoia (PACT-Karamoia) is a five-year USAID funded project (2020
- 2025) that aims to increase TB case detection and treatment success rates through health system strengthening in all districts of North Eastern sub-region of Uganda.

In collaboration with key stakeholders in the region, PACT-Karamoja project will provide technical assistance to districti health teams to deliver high impact and innovative interventions that are in line with current national and global TB guidelines in Karamoia region.

PACT-Karamoja will focu on regional and district structures for the management of drug susceptible TB, drug resistant TB and TB preventive services in the districts oi Abim. Amudat, Kaabong, Karenga, Kotido, Mcroto, Nabilatuk, Nakapiripirit and Napak

In order to contribute to achievement of the above objectives, IDI wishes to recruit motivated and competent individuals to fill the vacancies below on a full-time basis;

Senior Monitoring, Evaluation and Learning Advisor

General Summary

The Senior Monitoring, Evaluation and Learning (SMEL) Advisor will be lead the measurement and reporting of PACT-Karamoja‘s activities. In addition the SMEL Advisor will provide technical assistance to District and regional teams in data collection analysis and presentation of project results.

The SMEL Advisor will play a key role in organizational teaming and evidence based decision making..

Responsibilities and Duties

  • Lead the development and implementation of the Activity Monitoring, Evaluation and Learning Plan (AMELP) and corresponding M&E systems of the PACT; Karamoja project.
    in close coordination with the technical,
    district and regional teams,
    lead the development of proiect indicators by which protect progress will be measured.
  • Work in close coordination with the project team to lead periodic data collection. analysis and compilation of project reports.
  • Ensure effective bi-directional communication and learning between the project, districts and regional structures.
  • Plan for and supervise periodic health lacility based performance evaluations. Collects and disseminates lessons learned from these evaluations
  • Responsible for compilation of district based performance on specific Ministry of Health indicators, leads the evolution of district level performance through quarterly performance review meetings.
  • Lead quality assurance and quality control processes for all project based data including organization of periodic data quality assurance surveys
  • Responsible for overseeing reporting into district based HMIS systems e.g. DHIS2
  • Performs other duties and responsibilities as required.

    Person Specifications

  • Masters degree in Public Health, Epidemiology, Biostatistics, Monitoring and Evaluation or Health Services Management.
  • Minimum 5 years of experience working in M&E for large health programs.
  • Previous experience monitoring TB, TB/ HIV programs is an added advantage.
  • Qualitative and quantitative analytic skills coupled with proven ability in using visuals like graphs, charts. maps, and GIS required.
  • An in-depth understanding of how to design and implement M&E systems for donor funded activities of similar size and scope as the activity.
  • Previous experience reporting to USAID
