The Infectious Diseases institute (IDI) is a Ugandan not-for-profit organisation whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development.

IDI has five operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Laboratory services (including the CAP-certified IDI Core Lab) and Outreach.

The Institute is partnering with Palladium in implementation of the United States Agency for lntemational Developments (USAID) 5-year ‘Uganda Health Systems Strengthening (UHSS)" project.

The purpose of the UHSS is to strengthen Uganda's health system through improved leadership and accountability for results in public and private health sectors. The Project will be implemented in the four regions of Uganda; Eastem, Central, Western and Northern.

In order to contribute to achievement of the above objectives, IDI wishes to recnrit motivated and competent individuals to fill the vacancies below on a full-time basis;

General Summary:

The Database and informatics Manager under the supervision of the data and informatics Technical Advisor Support the management of the lHlRS database, provide data quality assurance, support customization and configurations of the PEPFAR and lHRlS databases whenever required, be participatory in conducting national level surveys and research activities and demonstrate ability to develop M&E tools, sector wide dashboards to inform decision making at national and district level.

Responsibilities and Duties:

  • Support the management of the lHlRS database under the USAID ' UHSS activity
  • Ensure overall data quality, maintaining and querying IHRIS and related Automated Attendance Analysis systems at MOH and supported districts

  • Be responsible for setting up Automated Attendance Analysis systems at MOH and ensuring that these are linked to performance management interventions
  • Support the functionalization processes of IHRIS dashboards at MOH and district level
  • Support the processes of integration of IHRIS with DHIS 2 and provide regular updates to the UHSS team
  • Troubleshoot HRlS and the Automated Attendance Analysis systems and ensure these are regularly updated and running smoothly
  • Support lHRlS work with religious medical bureaus, health training institutions and professional bodies to ensure that lHlRS is regularly updated and is
    linked to all the currently in use lHlRS modules in the country
  • Support data analysis during the development of the HRH annual audit reports for MOH
  • Support customization and configurations of the PEPFAR and IHRIS databases when required

    Person specifications:

  • Minimum of a Bachelors’ degree in Statistics, Biostatistics, Information Management, Demography or related field. Further training in information systems or related fields will be an added advantage
  • At least 5 years of experience carrying out information management tasks on large international development projects or govemment institutions
  • Experience working with databases such as DHlS2, DATIM, HIBRID iHRlS, TraiNET, FTMS and PRS is highly desired ‘ reporting procedures and systems skills in English
  • Must be willing to be based in Kampala, Uganda activities on data quality assessments plans, protocols and tools decision making at national and district level
  • At least 5 years of éfpaieneé carrying out information management tasks on large international development projects or govemment
  • Technical expertise in information management and database set up and management. Expertise in computer information systems such as IHRIS Suite, Microsoft office, MATLAB, Microsoft Wsual Studio,
  • Programming 9Xp9|1lSE in any of the following; PHP, Java, Visual
  • Strong knowledge of USAID administrative, management and
  • Must have strong oral and written communication and presentation
  • Proficiency in conducting national level surveys and research
  • Proven ability in supporting MOH, implementing partners and districts
  • Ability to develop M&E tools, sector wide dashboards to inform
  • Ability to quickly analyse large amounts of data and present this in a clear and concise manner
