About the Job:

IMA World Health is seeking a Chief of Party (COP) to lead the anticipated an anticipated 5-year $25M USAID-funded orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) activity. The project will work to prevent new HIV infections and optimize outcomes for those living with HIV by fostering resilience among high-risk children, youth, and their caregivers in high-burden counties in South Sudan.

Interventions will be delivered at three levels to achieve all outcomes: (i) strengthened capacity of most vulnerable households to provide basic needs for their children and other family members; (ii) improved retention in care, treatment adherence, and viral load suppression for children and adolescents living with HIV; (iii) reduced incidence of new HIV infections among adolescent girls and young women; (iv) decreased experiences of sexual, physical, and emotional violence among children, adolescent girls, and young women.

The COP will have overall responsibility for the management and coordination of all project activities, staff, and leadership to achieve sustainable results in accordance with the agreement and donor guidelines. S/he will serve as the primary liaison with USAID, the Government of South Sudan, IMA headquarters, program partners, and other relevant project stakeholders.

S/he will ensure the project's goals, objectives, and strategy are achieved and that agreement requirements are met on time, within budget, and comply with USG rules and regulations.

S/he is responsible for directing the project team with an integrated vision, applying effective leadership and strategic planning skills, management experience, outstanding interpersonal skills, and strong written and oral communication skills. The COP also ensures that all management systems, from technical to M&E to finance actively support timely and accurate project reporting and cost effectiveness for successful implementation of the project.

Additionally, S/he is responsible for ensuring compliance with Corus's policies and procedures and USAID rules and regulations, including responsibility for ensuring sub-awardee compliance and monitoring the quality of program implementation.

The position will be based in Juba, South Sudan and will report to the Regional Director, East, Central and Southern Africa. Actual hiring is contingent upon signed agreement and USAID approval. South Sudanese nationals are highly encouraged to apply.

Key Responsibilities:

  • Provide overall program, strategic and technical leadership and supervision of all project activities, including sub-awardees and project personnel, to ensure program activities maximize project objectives.

  • Serve as principal liaison for the project to USAID and the Government of South Sudan, ensuring high levels of coordination, while nurturing relationships with all key stakeholders (including partner organizations
    at the national and subnational level) on administrative, financial, and programmatic matters related to the project.

  • Liaise with USAID partners and other relevant donors, as well as implementing partners and stakeholders, to ensure coordination of and harmonization with other relevant activities in South Sudan.

  • Lead all project planning responsibilities, including the production of annual workplans and budgets and performance monitoring plan, ensuring alignment of the budget to expected results and ensuring cost-effective use of resources.

  • Oversee project deliverables, including ensuring report preparation and high-quality timely submission, and ensuring cross-cutting issues are effectively integrated into project implementation.

  • Evaluate program effectiveness and determine corrective action needed to improve goal achievement, in accordance with the Senior Regional Director and the Technical Program Manager at headquarters.

  • Oversee quality and timely reporting in line with donor requirements according to the contract/award agreement; monitor progress of program objectives and work with the Country Director and the technical team at headquarters to ensure quality control.

  • Manage funds and subawards; closely monitor project expenditures.

  • Together with field and project staff, prepare annual budgets; ensure and supervise regular financial reporting; keep USAID apprised of significant variances.

  • Ensure project expenses are reasonable, allocable, prudent, and spent in accordance with USAID rules and regulations; support annual audit procedure.

  • Ensure visibility of project results, achievements, and lessons learned through presentations at conferences and workshops and/or by publishing articles through professional journals.

  • Ensure compliance with USAID award and IMA World Health headquarters requirements, policies, and regulations.

  • Perform other duties, as required.

    Qualifications:

  • Master's degree in public health, health policy, international development, or related area.

  • Technical expertise in HIV prevention and care including children living with HIV (CLHIV), as well as experience in orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) programming.

  • Minimum of 10 years of progressively responsive experience in a senior role managing large and complex health programs of similar scope and dollar value. Experience in South Sudan highly preferable.

  • At least 5 years of prior experience as a COP, Deputy COP or equivalent (preferably on a USAID-funded project) is required.

  • Awareness of USAID cooperative agreements, and the related policies, procedures, and regulations; deep understanding of USG federal compliance requirements and evidence of experience in their application.

  • Demonstrated experience in strengthening organizational and systems resilience in development, fragile, and/or humanitarian settings.

  • Experience overseeing development and implementation of M&E and knowledge management strategies relevant to international public health projects.

  • Demonstrated experience successfully leading and managing multi-disciplinary teams to achieve successful project implementation, financial management, and reporting.

  • Experience overseeing sub-awardees to achieve project results.

  • Experience collaborating and coordinating with local and national host government agencies and aligning program activities and results with national strategies.

  • Excellent diplomacy skills and proven ability to work collaboratively with government, donors, the private sector, and community organizations to advance health objectives.

  • Excellent interpersonal, writing, and English language oral presentation skills. Working knowledge of local South Sudanese languages is a plus.

  • Willingness and ability to travel to project sites throughout South Sudan.
