Objective of The Assignment

  • The overall purpose of this assignment is for the consultant to undertake the completion of the Draft Agriculture Gender Policy which will promote and improve gender equality in the agriculture sector.

    The consultant is required to undertake the task of completion of the Policy based on the following specific objectives.

  • Identification of specific gender equality gaps based on current global, regional and national agricultural agenda and perspectives,

  • Re-align the Policy with specific focus on SDGs, CAADP, National Policy on Gender and Development, Devolved Governance, current government aspiration on the Big 4 Agenda, food and nutrition security and Climate Change

  • Assess and highlight the agriculture sector’s readiness and capacity to implement the Policy and recommend measures to ensure effective implementation

  • Ensure that the Gender Policy so developed serves as an entry point for actors in both public and private dealing with gender issues in the sector

    Scope of Work

    In undertaking the assignment, the consultant is expected to do the following:

  • Review the Draft Policy, identify and isolate specific gaps based on current global, regional and national agricultural agenda and perspectives,

  • Align the policy to empowerment of women, youth empowerment and other vulnerable and marginalized groups based on the identified gaps

  • The reviewed Gender Policy should include guiding principles with reference to:
    fostering gender equality and equity in decision making regarding productive resources and benefits
    removing and/or mitigating against internal and external barriers to the full and equal participation of women and youth in the sector at all levels of value chains

  • Creating an enabling environment at national and county governments for full participation of women, youth and other vulnerable and marginalized groups in agricultural development, including in leadership positions of agricultural organizations

  • Putting in place mechanisms, including gender responsive budgeting for the empowerment of women, youth and other vulnerable and marginalized groups at policy, programmatic and community levels

  • Ensure that the mechanisms put in place are gender transformative, cohesive and sustainable

  • Ensuring responsibility for all arms in the sector in generating gender
    statistics for effective implementation of the policy

  • Present the reviewed Policy to TWG and stakeholders

    Final Products

    The consultant will work closely with the Technical Working Group (TWG) and will deliver the following in a timely manner.

  • Inception report to be presented to TWG before actual work starts clearly showing the implementation plan and methodology

  • Progress reports to TWG including workshop report of Draft Policy presentation

  • A Policy Note publication documenting the process of engaging multiple stakeholders, methods, lessons learned and challenges.

  • Final reviewed Policy and other relevant information including collected data in soft and bound hard copies

  • Consultancy Fee: Lump-sum or by mutual agreement based on agreed milestones and deliverables

    Post location: Consultant Base

    Duration: 3 Months with a maximum of 45 working days

    Essential Skills and Qualifications

  • At least a Post-graduate degree in the field of Gender, Agriculture, Social Sciences, Sociology, Political Science, Public Policy or other related field

  • Should have knowledge and experience in policy formulation

  • Expertise in addressing emerging issues in agriculture and Climate Change

  • Should have knowledge and experience in addressing gender and agricultural development issues including gender transformative approaches, gender and food security and gender and climate change

  • Proven record of experience in working on consultancy assignments

  • Ability to assess, analyze and summarize information accurately and promptly

  • Excellent written and oral English with ability to write clearly and engagingly on complex technical and social subjects

  • Excellent layout and design skills

  • Attention to detail and good Quality Assurance skills

  • Ability to develop and keep to schedules
