With over 20 years of casework experience, IJM is creating a greater understanding of the respective responsibilities required of criminal justice actors and improved prosecution services.

    Description of the Project

  • IJM Kenya has been working with the Office of the Director of Public Prosecutions (ODPP) to enhance their screening process when making the decision to charge, in order to prevent individuals from being charged where there is insufficient evidence to sustain a case. When a prosecutor is making the decision to charge, they determine whether or not to proceed with criminal action against a suspect. This is the most important mandate that prosecutors carry out, as it has sweeping consequences for an individual who has been charged.

  • Critical to enhancing the efficiency and consistency of the discharge of this prosecutorial mandate is continuous and comprehensive training on the law, jurisprudence and ODPP policies and guidelines on the making of the decision to charge among other governing policies. For this reason, IJM Kenya together with the ODPP now seek to develop a learning management system that can deliver interactive e-learning capabilities, assessment features and intuitive analytics on the use of the platform.

    The Consultancy

    Purpose of the Consultancy

  • IJM is seeking a software development firm to develop a web-based software platform that will provide an interactive online learning environment and automate the administration, organization, delivery, and reporting of knowledge content and learner outcomes and measurement for the Office of the Director of Public Prosecution.

    Overall Objective

  • To ensure the development and deployment of a learning management system for the ODPP, at the Prosecution Training Institute that embodies the prosecution training curriculum and course content on the guidelines on the decision to charge.

    Scope of Work

    In undertaking this project the consultant will be required to:

  • Undertake a systems requirement assessment: this assessment should consider the software needs and capabilities of ODPP; then advise on the most appropriate LMS (custom built vs a customizable software); and on the implementation approach for the project.

    Build and/or customize a web based learning management system with the following capabilities:

  • A web based platform that can be accessed online and with some offline capabilities, for 1000 users and provisions to scale i.e. onboard more users;

  • Course content management: the system should deliver relevant and engaging course material to the learner. This will include written content, presentations and short videos, majorly two user roles: one for the instructor(s) and a separate one for learners;

  • Assessment: the system should be able to deliver assessable tasks including pre/post tests, mid course quizzes, and uploading of portfolio evidence and assignments by learners, the ability to have self grading quizzes will be considered a plus

    System and course management: the system should be able to generate aggregated information and reports on:

    ▪ Tracking individual user progress, assessments, log-on frequency, time spent in different sections, resources downloaded
    etc to inform user engagement and satisfaction

    ▪ Analytical tools – enrollment and course completion reports, task completion times – for reading tasks, quizzes and overall course completion.

    ▪ Intuitive reports that inform course quality, system quality and service quality

  • Communication and social connectivity: this should include notification tools (email and system reminders to learners), discussion boards, live chats, videoconference tools or other means for interaction of learners to other learners and to the facilitators;

  • Privacy and security: the system should be secure and have, among others, user authentication, access verification, password integrity controls, intruder detection;

  • Ensure the CIA triad for data security infrastructure i.e. Confidentiality, Integrity and Availability by the system at all times.

  • Lead the development of the ODPP approved system with strict adherence to the agreed timelines

  • Provide a comprehensive user and system training to ODPP including training manuals

  • Undertake a successful system deployment of the LMS.

  • Providing 2 years of support and maintenance service to ODPP.

  • ODPP will prepare the course content for the LMS, and with the guidance of the Consultant develop this for the web learning platform

  • The software and content will be exclusively owned by ODPP including all use and distribution rights connected thereto and the requisite data protection responsibilities.

  • A Non-disclosure agreement will be signed by the consultant to the effect of point

  • above.

    Project Milestones

  • Collect and collate the user and system needs for the project

  • Develop the learning management system

  • Deploy the learning management system with flagship training course on the decision to charge

    Approach

  • The consultant is expected to adopt a proactive approach by liaising with IJM & ODPP teams in charge of the project. The Consultant is to ensure that all feedback from IJM is processed and that the final product is submitted for approval before completion. The consultant is expected to work with their own equipment.

    Timeline

  • The expected completion date for the project is 15 March 2021. The consultant is expected to develop a work plan with timelines subject to this deadline.

    Deliverables

    The consultant is expected to prepare a proposal that details the following:

  • An options assessment setting out the software recommendations and recommended approach for the project.

  • Workplan with timelines that adhere to the project deadline 15 March 2021.

  • A detailed budget breakdown indicating cost, personnel hours & all costs including administrative costs

  • A detailed articulation of how the scope of work in 2.3 above will be achieved, with a demonstration of an understanding of the system capabilities listed in 2.3.1(b).

  • System and user support services for 2 years. The consultant should be able to offer support services during East Africa Time work hours.

    Expected Profile of the Consultant

  • Firm must have a minimum of 5 years’ experience in software development.

  • Firm must have experience in development of e-learning platforms, learning management systems or similar type of work with large scale corporate or government organizations.
