Job Purpose

  • The NSD delegate in close collaboration with the PNS, National Societies, ICRC and the Cluster team to ensure their support to the national societies (Croix-Rouge Togolaise and Croix-Rouge Beninoise) in the fight against Covid19 and other natural disasters and beyond the Covid-19 operations in longer term NSD activities by putting deliberate efforts to strengthen the institutional and managerial preparedness capacity of the Togo & Benin RC in all sectors especially in finance, HR leadership skills/organization, branch development, volunteer management, PMER and logistics, contributing to improve the performance and impact of the NS in fulfilling their humanitarian mandate by positioning the NS and their branches as strong and effective local actors.

  • The NSD delegate will be based in Lomé, Togo but also covering Benin, with an approximate dedication of 70% (Togo) and 30% for Benin.

  • The incumbent will contribute to implementing the Building Strong National Societies goals of strategy 2020 by maintaining and strengthening IFRC knowledge and systems to facilitate high quality National Society development support to National Societies in the cluster.

    These responsibilities include the:
  • implementation of the NS strategies, supporting in building up long-term structures, strengthening volunteerism and Youth systems, improving coordination mechanisms at country level, diversifying resource generation at the country level, and positioning the NS as a key local actor.

    Job Duties and Responsibilities

    Work with National Societies in Togo and Benin to ensure high quality NSD support

  • Act as focal point for the development of the National Society Development strategy or Turn Around Strategies for NS

  • Be focal point for National Society statutes revision process, liaising with the Joint Statutes Commission as appropriate.

  • Organize a clear assessment of current institutional situation, risks, weaknesses and opportunities

  • Be focal point for the revision of the Strategic plan of NS

  • Be focal point for leadership development initiatives, liaising with the Regional PSK team as appropriate

  • Maintain good working relationships and ensure timely two -way communication with NS the colleagues managing National Society development

  • Coordinate with Movement partners involved in Togo and Benin, and facilitate a Movement
  • Coordination approach/efforts in order to guarantee coherent NSD support

  • Be the focal point for Pan African conference Indicators follow up with National Societies

  • Be the focal point for any capacity building program and liaising with the regional Policy Strategy and Knowledge (PSK) team as appropriate

  • Develop a coherent NSD Plan (including a budget) based on an OCAC process (or another organisational analysis).

  • When required, major governance issues have been addressed.

  • Work with IFRC functional departments to ensure high quality NSD support to National Societies

  • Maintain good working relationships and ensure timely two-way communication with Regional Office and other Cluster Office colleagues overseeing functional support to National Societies Development.

  • On basis of the assessments (OCAC or others), the delegate will identify priority areas to work on, for sustainable development (systems, processes, procedures, decision making, HR capacities, accountability,…), in collaboration with other RCRC actors

  • Contribute to strengthen the discussion and brainstorming on financial sustainability.

  • Reinforcing cross-fertilization on lessons learnt with Benin and Togolese RCS.

    Maintain, develop and share relevant learning related to National Society development

  • Maintain up to date personal expertise in at least three specialist areas (legal frameworks, resource mobilization, volunteer management, sustainability of NS, gender and diversity, branch development governance and leadership. etc.) of National Society development and contribute to strengthening the NS in NSD.

  • Lead processes to expand and share NSD knowledge through development of research, case studies, training, etc. and identify, document and validate relevant knowledge and learning and making it available to NS and its Movement partners.

  • Collect, document and validate outcomes and learnings of individual support interventions and aggregate the data and findings to higher levels

  • Collate relevant data through, FDRS and other existing data collection systems and analyse and interpret key patterns and systemic organisational weaknesses, to better focus the secretariat’s
    support to National Society development

  • Assure quality of new IFRC and other tools (OCAC, BOCA, risk analysis etc).

    Provide surge OD expertise to support field colleagues when required

  • In close coordination with the senior OD officer in the West Coast Cluster and Country colleagues, be available to carry out missions to other NSs to support / complement Regional strategies

    Representational responsibilities

  • Represent the West coast Cluster in high level meetings in the absence of the head of Country office

  • Take on additional tasks as required by the operations coordinator, head of west coast cluster office (Coordination, following up on SMCC, Office management)

  • Support in resource Mobilization for the IFRC Country/ Cluster offices for NSD/ OD programmes for the National Societies (Togo & Benin RCS).

  • Be the communications focal person for the country/Cluster offices

    Education

  • University degree, with emphasis on humanitarian or development issues

    Experience

  • 5 years of experience in managing/supporting organizational development processes

  • At least 5 years of experience within the RC/RC Movement

  • At least 5 years of work experience in humanitarian or development sector

  • 3 years of experience in members / volunteer-based organizations

  • 2 years of experience in big emergency operations

  • Proven credibility in relation to organisational development and capacity enhancement, change management, and related aspects

    Knowledge, skills and languages

  • Be strongly grounded in the IFRC concept of National Society development and dynamics

  • Expert in organizational renewal and organizational and capacity development in complex organizations

  • Proficient in strategy, policy and framework development

  • Able to work with due sensitivity in a multi-cultural environment and virtual or/and dispersed teams

  • Strong written and oral communication skills

  • Able to build partnerships and network effectively and to influence and inspire others including the membership, governments, other agencies, and own peers, staff, and partners
    Focused on quality and standards, results, and accountability

  • Technical expertise in at least three areas of non-profit management and development, which could include (but not be limited to):

  • Governance and leadership development, strategy, membership development, volunteering development, branch development, youth organisation development, financial systems development, volunteer programme design, relationship development, fundraising systems development

    Languages

  • Fluently spoken and written English is mandatory
