  • The Head of Delegation (HoD) and Permanent Representative to the African Union (AU) represents IFRC before the AU, Resident Missions and Technical Bodies in Addis-Ababa, Ethiopia. In this capacity, the HoD acts as the main advisor on the relationship with these constituencies.

    More specifically, the incumbent will:

    • Strengthen relations with external and public partners, including the AU, inter-governmental organisations and their Member missions as well as other networks and institutions to better leverage the role and influence of African National Societies and to position IFRC as the leading humanitarian development organization.

    • Lead efforts to strengthen relations with the AU, and related bodies based on the permanent representation and observer status accorded by these institutions to IFRC.

    • Engage with these institutions to ensure that there are expanded opportunities for the development and implementation of strategies for diversifying and increasing resource mobilization African National Societies and IFRC.

    • Engage in humanitarian diplomacy and advocacy with African and other missions through the AU and other inter-governmental organizations on disaster laws legislation, external relations and public affairs, resource mobilization and strategic partnerships within the Red Cross/Red Crescent Movement and externally. This will be carried out in close coordination with the Regional Director for Africa.

    • Report to the USG-GRHDD, be a member of the GRHDD Leadership Team, and e participates in the Africa extended and regular Senior Management Meetings.

  • The HoD is responsible for ensuring that the relations and interactions among the IFRC, the African Union, and inter-governmental organizations are deepened, well-managed and coordinated.

    This will entail carrying out the following range of activities:

    Permanent Representation and Provision of Strategic Advice

    • Serve as the IFRC HoD and Permanent Representative to the AU and regional organizations as well as lead efforts to strengthen the engagement with the AU, Inter-Governmental organizations and UNECA on the basis of a permanent representation and observer status accorded to IFRC by these institutions.

    • Participate in high-level meetings and similar events as well as represent IFRC in intergovernmental forums, public information/relations events, and key meetings relating to the AU, UNECA and other international bodies. Also, participate in relevant policy dialogue and initiatives; and report on progress achieved and/or present policy papers/resolutions/initiatives formulated.

    • Support activities that build national capacity and enable such capacity to play a full part in this cooperation.

    • Engage with the AU Secretariat in the implementation of the IFRC-AU Memorandum of Understanding, ensuring that regular consultations are conducted consistent with MoU principles.

    • Engage the Federation’s membership in meaningful ways to extend the reach and impact of the humanitarian diplomacy efforts undertaken at the AU headquarters.

    • Monitor the work of the Regional Economic Communities or groupings (e.g., ECOWAS, CEMAC, SADC, EAC, etc.) and their sub-committees and ECOSOC with thematic focus on humanitarian affairs (incl. humanitarian coordination, disaster risk reduction, and disaster management), health issues (incl. communicable diseases, epidemics, water/sanitation, and food security), climate change, vulnerable groups (incl. women, children, and indigenous people) and the UN.

    • Provide strategic advice to the USG-GRHDD and the Regional Director for Africa on all matters concerning the relations with the AU and regional organizations, and other key partners in Africa as well as on the implications of such relationships for the partnership with National Societies and the International Federation.

    • Maintain close contacts with IFRC regional Units, country delegations, at the Regional Director, as appropriate.

    Advocacy, External Affairs and Relations

    • Coordinate the development of an external relations plan of action for IFRC’s engagement with the AU and regional organizations, in co-operation with the Regional Director for Africa.

    • Ensure effective humanitarian diplomacy and advocacy, communications, and reporting. This should ensure provision of advice on the messages, statements, products, and processes to be used when appealing to various stakeholders for resource mobilization purposes.

    • Create or contribute to the creation of a
    strong IFRC presence (at the right level of seniority and expertise) at regional and international conferences and relevant global gatherings through participation in panel and/or plenary discussions, symposia, side events, displays, etc.

    Partnerships and Resource Mobilization

    • Support the Regional Director for Africa in managing the coverage of the Federation Annual Appeal, Emergency Appeals, and special funding requests for the Africa Region.

    • Facilitate strategic partnership agreements with relevant regional and inter-governmental organizations in relation to resource mobilization for NSs and Federation-supported programmes in liaison with the concerned technical departments in the zone office and Geneva.

    • Nourish relationships with governments, partners, stakeholders, and donors represented in Addis-Ababa to achieve better collaboration, co-operation, and alliances on National Society- and Federation-supported programs and resource mobilization efforts.

    • Raise awareness, stimulate, and facilitate engagement, dialogue, actions, and resource mobilization to address the wide-ranging issues affecting the areas within the Federation’s remit.

    • Develop a data base for maintaining updated information on current and potential sources of partnerships and funding for the Federation in Africa, and support knowledge management activities in the context of strategic partnerships at the regional level.

    • Facilitate partnership agreements with national and regional organizations and the development of partnerships with relevant regional organizations for reaching national societies as well as Secretariat’s programmes resource mobilization needs, in coordination with the technical regional and Geneva departments.

    Required

    • Post-graduate (i.e., Master’s or Ph.D. degree or equivalent) in social sciences/development studies, strategic/programme management, international relations, management studies or other relevant discipline; or a first-level university degree combined with extensive relevant experience.

    Preferred

    • Professional qualification/training in negotiation, diplomacy, or political science.

    Required

    • Minimum of 15 years of progressive responsibility and work experience in humanitarian operations for a humanitarian aid organisation or a development cooperation organisation, 5 of which should be at in a management position.

    • 5 years of experience in analysing, planning, report writing and managing programs and resources and engaging in resource mobilization.

    • Experience in serving in a representational role and maintaining donor and partner relations.

    • 10 years of experience in government relations at national or multilateral levels.

    • Solid experience in working in low income countries, including in hardship areas or fragile states.

    • Experience in working in a diverse, multilateral, inclusive and cross-functional environment, considering geo-political sensitivities.

    • Experience in leading diverse teams and engaging with governments and leaders at senior level.

    Preferred

    • 5 years of work experience including management in a Red Cross/Red Crescent National Society, IFRC or ICRC.

    Required

    • Proven people management skills in a diverse, multi-cultural and inclusive environment and strong track record of developing people.

    • Demonstrated capacity to provide strategic leadership, including driving change and improvements in a challenging environment.

    • Demonstrated ability to advocate and provide policy advice and interact with high-level decision makers in the context of representing an organization.

    • Proven experience in initiating and facilitating multi-stakeholder dialogues and similar processes, including the drafting of resolutions and speeches as well as the delivery of presentations to small and large audiences.

    • Ability to identify and analyse trends, opportunities, and threats to resource mobilization.

    • Self-supporting in computers (Windows, spreadsheets, word processing). Excellent communication skills, digitally savvy, and ability to convey and amplify key messages through diverse media and related tools.

    • Knowledge of regional intergovernmental processes, NGOs, International organizations, and the UN system, especially as these relate to global humanitarian standards.

    • Familiarity with issues, mechanisms, and compacts on development and humanitarian matters in Africa or affecting Africa.

    • Excellent diplomatic and networking skills as they relate to the management of relations with governments and international organizations.

    • Fluent spoken and written English.

    • Good command of another IFRC official language (French or Arabic).
