Job Purpose

  • Reporting to the Head of EACCST, the DM Officer will provide timely, efficient and effective IFRC support to National Societies that are dealing with the impact of sudden and slow onset disasters and crises events, to significantly reduce the impact of these events through effective response, relief and recovery operation support.

  • The DM officer works as part of the cluster Operations team and works closely with other technical teams with the aim of contributing to the improvement of the quality of DREF, Emergency appeals and other response operations. The Emergency Operations officer is accountable, under the direction and guidance of the Head of EACCST, for managing the IFRC operations support to National Societies in the region as well as ensuring key project management functions (including contract management) for individual operations are delivered and providing support in the administrative and financial management functions of the unit.

    Job Duties and Responsibilities

    Project Management

  • Responsible for the management of Emergency Appeal and DREF requests from National Societies, including processing of the request, technical review and recommendations as to the scope and content of appeals /plans of action in line with relevant standard operating procedures, standards and guidelines. In doing so, ensure effective coordination with IFRC technical units, logistics, finance and resource mobilization units.

  • Country focal point and lead for communication and operations in the assigned countries as well as monitoring of disasters and potential hazards.

  • Provide technical guidance to National Societies to ensure timely and effective implementation of emergency operations.

  • In collaboration with PMER and PRD units, take the lead in the development of relevant proposals for operations to external donors including institutional and government agencies.

  • Ensure preparation of project funding agreements with National Societies and processing through E-contracts system and ensure agreements are up to date.

    Finance and Budgets

  • Work with National Societies to prepare and review budgets for operations, including DREFs and Appeals and ensure the periodic review and adjustment of budgets where necessary. In collaboration with the Finance team, prepare Fedbudgets for relevant operations

  • Budget holder responsibility for emergency operations in assigned countries. In close collaboration with the Finance unit, track and monitor income and expenditure for projects using IFRC finance tools.

  • Review working advance returns and financial reports from National Societies for projects running under the emergency operations unit.
    Prepare and submit monthly financial forecasts for projects.

    Planning and Monitoring

  • In collaboration with the PMER unit, ensure continuous monitoring of emergency operations using IFRC monitoring and reporting tools

  • Participate and facilitate in ensuring that lessons learnt and good practice from disaster management in the region are compiled and used to improve future planning, programming and implementation.

  • Collection of data and information from emergency response operations and provide a regional overview for situation reports and
    using already existing tools.

  • Responsible for coordination and design of annual plans and budgets of the assigned countries detailing planned activities in coordination with the PMER unit.

  • Ensure quarterly revision of the assigned annual country plans and budget to reflect current priorities and funding.

    Reporting

  • Preparation of accurate, quality, regular and timely narrative and financial DREF and Appeal reports that are in line with standard formats and guidelines of the Federation and where necessary, of donor organizations in collaboration with PMER unit.

  • Collect information on emergency operations for contribution to the Monthly Management Update

  • Compile other reports and information material as required both within and outside the Red Cross Movement.

    EA DM Platform

  • Facilitate peer to peer initiates between National Societies in the region to promote shared learning.

  • Contribute to the successful implementation and fundraising for the EA DM platform.

    Administration

  • Support the development of a functional information management system in support of operations management including filing on the shared team folder.

  • Support project managers with the rapid deployment of delegates and surge staff such as RDRT, FACT or ERU’s by coordinating with Human Resources and relevant units.

  • In close collaboration with finance and administration units, contribute to the continual improvement in the administrative and financial management of operations and functions of EA/DREF.

  • Undertakes other duties as assigned by the supervisor.

    Education

  • Relevant University degree level qualification

  • Relevant professional training in Disaster Management

    Experience

  • At least 3 years’ experience of working in DM in the RCRC Movement.

  • Management and coordination in the field and in a regional office.

  • Experience working for a humanitarian aid organisation in a developing country (experience within the Eastern Africa region is an asset).

  • Experience of planning and managing finances and budgets

  • Experience in IFRC Project management tools and systems

  • Experience of project planning and implementation

  • Experience of writing comprehensive narrative and financial reports

  • Experience of working for the Red Cross/Red Crescent Movement

    Knowledge, skills and languages

  • Strong written and verbal communication and inter-personal skills, including working with other cultures and nationalities

  • Self-supporting in computers (Windows, spreadsheets, word-processing, e-mail)

  • Skills in project management, including monitoring and evaluation

  • Good skills in training, facilitation and presentations
