Job Overview

The goal of the Knowledge and Innovation Exchange (KIX) program is to improve developing country partner’s policy and practice to strengthen national education systems.

As a Senior Program Officer, you will report to the Program Leader based in Ottawa and work under the supervision of the Regional Director.
You will bring to the team regional and educational expertise that may be applied to our work on education research and innovation.

You have insights on the role of public school systems in development, particularly in East Africa, and how research and innovation can help to improve education outcomes.

You have knowledge of how cross-cutting issues such as gender, data systems, teaching and learning, and learning assessment systems influence the equity and quality of education delivery.

You have experience working with a diverse set of education stakeholders including Ministries of Education, teacher’s organizations, multilaterals, UN agencies, CSOs, and private sector actors.

Candidate Profile

Education

  • PhD. (preferred) and a record of applied research and publications in a relevant discipline such as international comparative education OR Master’s degree in a relevant discipline with 10 years’ experience.

    Experience

  • This position requires a minimum of five years’ relevant experience, which includes:
    Managing research, including technical and financial aspects, monitoring and evaluation of research performance, and reporting and/or experience in leading and conducting research projects involving multiple stakeholders
  • Communicating research and research results to professional, expert and non-expert audiences and developing and maintain collaborative relationships with a range of different stakeholders
  • Supporting governments and partners in strategic design and implementation
    of technical support to Governments to develop and implement large scale multi-stakeholder programmes
  • Assessing capacity development needs and developing capacity strengthening programmes through mentoring, supervision, and brokering expert support;
  • Establishing and building partnerships with development organizations including multilaterals, research organizations, funding agencies, and end users;
  • Working and building bridges between researchers, decision-makers and policy actors to influence public policy and practice.
  • Candidates with more than 8 years of experience may be considered and appointed at the Senior Program Specialist level (level N)

    Language

  • Solid English language skills are essential for this position

    Knowledge

  • The successful candidate will have significant expertise in the deployment and scaling out of educational program or systems.

    He/she will have expertise in one or more of the following areas:

  • Education issues relevant in LMICs in Sub-Saharan Africa
  • Knowledge translation and scaling-up processes to improve education in developing countries
  • Academic, government, non-government stakeholders, and networks in Sub-Saharan Africa able to engage in research influencing educational systems
