About the Judiciary

The Judiciary is an independent, impartial, transparent and accountable institution anchored on Article 159 of the Constitution.

Its mission is to deliver justice fairly, impartially and expeditiously, promote equal access to justice, and advance local jurisprudence by upholding the rule of law.

The Judicial Service Act, 2011, governs the administration of the Judiciary as well as its functions.

The Judiciary launched the Sustaining Judiciary Transformation (SJT) in 2017 as the platform for its service delivery from 2017-2021. This is building upon the foundation of the Judiciary Transformation Framework (JTF) that was in place from 2012-16.

The SJT agenda focuses on six strategic areas of: access to justice, clearing case backlog, integrity and anti-corruption, strengthening the office of the Judiciary Ombudsperson, the Judiciary digital strategy and leadership and governance.

The Consultancy

In 2018, the Judiciary’s Directorate of Public Affairs and Communication (DPAC) developed an elaborate Communications Plan to publicize the outputs of the Chief Justice’s blueprint, Sustaining Judiciary Transformation (SJT), and its success towards improved administration of justice.

This plan is intended to effectively coordinate, harvest and disseminate the results of the transformation process in a structured public information system.

DPAC has also been spearheading the creation of the Judiciary News Feature Service (JNFS), whose outputs among others include an online magazine hosted on the Judiciary’s website for dissemination of information from the Judiciary to court users and members of the public.

To ensure production of quality content for dissemination through the News and Feature Service, the Judiciary through DPAC and in partnership with IDLO seek consultancy services of an Editor to initiate, nurture and grow the JNFS through stories sourced from Judiciary staff through writing, packaging, quality control and marketing the JNFS to establish a vibrant following on online subscribers.

The Editor will help develop a fact-checked, credible and recognised source of interesting, diverse and rich “media ready” Judiciary stories for dissemination in this and other local, regional and international media platforms.

The News Editor’s duties and responsibilities will include:

  • Plan, coordinate and collate new items for publication on the JNFS portal.
  • Plan, design and implement the structure and content of the Portal.
  • Develop stories and content ideas in response to the needs of the diverse audiences.
  • Evaluate news items gathered from different court stations by the Judiciary staff correspondents to determine what items are relevant for what audience, and for publishing.
  • Provide mentorship to Judiciary staff correspondents already trained, to ensure that they are able to gather, document and package stories for publishing on their own, over time.
  • In charge of editorial cleaning of the Judiciary digital platforms including fact checking for dates and statistics; suggesting creative headlines and titles; adding photos and illustrations to make up a story; and approving final versions of stories for publication.
  • Under the leadership of DPAC, oversee design of both the hard and e-copies of magazines, booklets and other publications to disseminate the stories.
  • Any other duties as assigned by DPAC, as relates to the implementation of the JNFS.

    Deliverables

    The Consultant shall:

  • Within three (3)
    days of commencement of the consultancy, submit a proposed inception report detailing the consultant’s understanding of the Terms of Reference and the strategy towards accomplishing them.
  • Within seven (7) days of the receipt and approval of the inception report, hold initial meetings with DPAC to discuss and agree on the scope of the assignment.
  • An inception report with 6 months proposed plan of action, with clear milestones/deliverables and timelines.
  • A monthly report documenting support provided to DPAC detailing achivements of work carried out, the key results realized and the expected deliverables for the subsequent month, to be submitted by 25th of every month.
  • Final comprehensive contract report documenting all the support provided to DPAC within the contracted period in the implementation of its strategy, key results realized, pending work, challenges faced and recommendations to DPAC and IDLO.
  • Any other deliverables as shall be agreed upon including concepts, proposals and reports relating to the various TORs

    Duration of the Assignment

    The assignment will be undertaken for 6 months on a full time basis, from 1 June 2019 to 30 November 2019, with a possibility of renewal based on availability of funding and performance review.

    Kindly note that this assignment is output based, and at times the flexibility of scheduling, availability, etc. might be required to ensure completion of work during time frame.

    Ideal Candidate Profile

  • The Consultant(s) should have the following skills, qualification and experience:

    Education and Work Experience
  • At least Bachelor’s Degree in Communications or an equivalent academic qualification from an institution recognized in Kenya.
  • Master’s degree in Communications, Public Relations or related field will be an added advantage.
  • Expert knowledge in Communications management for corporates.
  • Minimum experience of 7 years’ professional experience working as a sub editor in a busy and leading media establishment.
  • Demonstrated understanding of communications principles, news gathering, editing and packaging for dissemination in print media;

    Languages
  • Fluent oral and writing skills in English is required.

    Skills, Knowledge and Technical competencies
  • Excellent organizational, interpersonal and communication skills.
  • Strong work ethic characterised by a positive attitude, ability to multi-task under pressure and deliver within stipulated timelines;
  • Meet the requirements of Chapter Six of the Constitution including integrity, impartiality, confidentiality and work ethic.
  • Ability to work independently and flexibly with minimal supervision and within a team to prioritize tasks, meet deadlines and deliver on targets as assigned.
  • Professionalism in the process of engaging internally and externally with stakeholders.
  • Proficiency with Microsoft Office programs and other computer applications.
