Background

About ICVA:

Founded in 1962, ICVA (International Council of Voluntary Agencies) is a global network of nongovernmental organisations (NGOs) whose mission is to make humanitarian action more principled and effective by working collectively and independently to influence policy and practice.

Based on its 2015-2018 Strategy, ICVA promotes and facilitates NGO engagement in the
development of humanitarian sector, with a focus on Forced Displacement, Humanitarian
Coordination, Humanitarian Financing, and Humanitarian Partnership.

About NGOcoordination website

  • The ngocoordination.org website aims to be a ‘one-stop shop’ for NGO coordination in humanitarian contexts.
  • It is separate from the main ICVA website
  • The end objective of the site is to help improve humanitarian preparedness and response by increasing the effectiveness of NGO coordination in humanitarian contexts and their links with other humanitarian coordination mechanisms. It also supports practitioners in the field of NGO coordination by offering easy access to resources and learning opportunities.
  • The website is meant to be an interactive and user-friendly resource center, or document library, where NGOs can find practical guidance, case studies, best practices, etc.
  • Site users also have the possibility of submitting content that might be useful to all.
  • It was launched in 2015 in response to demand to make documentation on NGO coordination more easily available and to build a community of practice around NGO coordination.
  • After three years, the website does not meet the needs of NGOs and NGO fora. Its navigation is not user-friendly and engaging, and it lacks interaction capabilities.
  • Therefore, ICVA wishes to revamp this resource center, gathering views and ideas from
    members, and develop a new design for the website.
  • The NGOcoordination website is on a Drupal platform, and is currently hosted in Canada with the main ICVA website.

    Objectives and deliverables

  • ICVA is looking for a website developer and designer to improve the design, structure and content management of this ngocoordination website.
  • ICVA is seeking someone who will be able to advise on pertinent design and structural improvements, steer its team’s ideas, and turn them into reality.

    Deliverables

  • The webmaster will work closely with ICVA to quickly identify ideas regarding the overall design and structural changes required.

    The webmaster should steer discussion with ICVA team on relevant and feasibility and provide advice and suggest potential ideas regarding either:

  • the creation of a new platform; or
  • redesign and structural updates.

    For both options, the webmaster should:

  • Restructure the content: implement a new categorisation of the content (as agreed with
    ICVA team)
  • Restructure taxonomy according to new categorisation.
  • Restructure menu content according to new sitemap.
  • Improve search functionality: ensure a more user-friendly experience to the website’s
    content by implementing faceted search and new filters.
  • Review the filters of the search page.
  • Add a button allowing the user to sort his search by different categories.
  • Improve the look and feel of the website: redesign the website’s home page, search page
    and static pages in order to best highlight ICVA Resource Center’s role and also offer an
    easy access to the content.
  • Timeline and cost
  • The work is estimated to start as soon as possible and needs to be completed by March 2019.
  • Time for user acceptance testing should be factored into this timeframe.
  • Please provide separate cost estimate against the deliverables.

  • The proposal should include proposed methodology, timeframe, budget and overall rate.
  • Company or consultant may not be based in Switzerland but will be required to have
    regular meetings with ICVA team members to follow up on the situation. Whenever
    possible, the meetings should be virtual.
  • The proposal should include references and similar work.
  • The final deadline for application is 13th October 2018
  • Freelance consultants based in Europe and/or Switzerland will have to provide the
    necessary paperwork.
  • All price quoted should exclude VAT.
