The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Responsibilities

  • Develops data-management guidelines, tools and training modules for the Economic Security unit to be institutionalized and applied across delegations in Africa
  • Organizes and conducts economic security/vulnerability assessments in sudden onset emergencies and/or, produces reports and supports operational planning.
  • Supervises regional and country level EcoSec information management systems in Africa by maintaining and updating databases of spatial, socioeconomic, nutritional, agricultural, livestock, market and livelihoods related data.
  • Leads or advises on the development of monitoring, review and evaluation plans that will provide the most relevant and strategic information towards achieving expected results for the Africa region.
  • Formulates regional Monitoring and Evaluation strategies and support their operationalization in Africa.
  • Advises evidence-based decision-making on programme design and implementation.
  • Advises EcoSec coordinators in Africa and EcoSec HoS in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
  • Builds A&E capacity of EcoSec staff and African NS through training and information sharing.
  • Supports delegations in Africa in identifying, training and coaching staff with analytical responsibilities within and outside ICRC (e.g. National Societies, government partners, etc.).
  • If and when applicable, manages staff members and coaches them as required to enable high performance.
  • As relevant, collaborates with other organisations in Africa (e.g. food security cluster) on region/country-level inter-agency analysis, monitoring, reporting and evaluation.
  • Maintains relationships with key internal and external stakeholders in the region.
    Scouts and tests new methods and tools to integrate in EcoSec analytical frameworks and approaches.
  • Takes responsibility
    for integrating accountability to affected population (AAP) and gender perspectives in all areas of work in the region.
  • If and when applicable, leads beneficiary registration and management exercises, using corporate digital solutions.
  • If and when applicable, leads complaint and feedback mechanisms activities, using corporate digital solutions.
  • Ensure audit trail and governance for data transformation, integration rules and outputs.
  • At PfR and operational plan design stage, advises the EcoSec Coordinator(s) in Africa or is directly responsible to develop M&E framework(s) outlining how the expected results are likely to occur and listing key assumptions and risks.
  • Ensures that delegation/regional/global monitoring systems and tools are in place and compliant with corporate standards.
  • Drafts programme, project and activity monitoring reports supervises the data analysis.

    Requirements

  • Minimum of five (5) years of professional experience in food security, vulnerability, assessment, analysis, monitoring & evaluation, information management or a closely related area
  • Proven field experience in leading surveys, multiple assessments in countries, including the design, data collection and analysis.
  • Relevant humanitarian experience in ICRC, RCRC Movement, UN agencies or NGOs
  • Experience in early warning and remote sensing and familiarity with the speciality software applications associated with them.
  • Experience in monitoring and evaluation with a background and interest in the analysis of socioeconomic issues and related matters.
  • Experience in statistical analysis and mapping software like SPSS, STATA, R.
  • Experience with quantitative and qualitative survey techniques.
  • Experience in collecting geospatial and socioeconomic data, conducting quantitative and qualitative analyses, and reporting findings to senior leaders.
  • Experience in participating in the design and implementation of economic security programmes
