The Training Manager will oversee and support the design and delivery of health workforce development initiatives that build the capacity of DOH personnel to better implement the technical planning, management, and evaluation of training issues related to HIV/AIDS and TB programs, including the following:Assessing training needs
Developing and/or refining national strategic plans for training programs
Developing and/or refining training curricula to ensure it is competency based and reflects current expertise in health workforce education across the spectrum of HRH management and training needs
Developing and/or refining work plans and materials as required for new and ongoing HIV prevention, care and treatment programs to ensure activities reflect PEPFAR priorities and measurement of impact towards achievement of epidemic control
Developing a robust, comprehensive evaluation plan to assess effectiveness of training programs on health workforce competence and outcomes in clinical practice and/or HRH management.
This position is grant funded.
Strengthening the Health System Capacity to Implement HIV Prevention, Care, and Treatment Services in the Republic of South Africa under PEPFAR
In alignment with World Health Organization (WHO) health system building blocks, project activities will reflect the South African National Department of Health (DOH)’s priorities in human resources for health (HRH), service delivery, information systems, and leadership and governance for sustainable results.
Supports the development of a comprehensive audit plan that reflects the training requirements across multiple levels and sectors within the department of health and implementing partners.
Evaluate existing interventions including the application of existing guidelines and monitoring tools making recommendations to the Project Director for appropriate improvements and broader application across DOH HIV & TB Program
Support the development, dissemination and implementation of monitoring tools, processes, and policies relating to HRH training, that promote and sustain quality and best practice within DOH HIV and TB services
Support DOH and partner organisations to improve the effective integration of HRH training and capacity development with direct service delivery, providing expert advice to DOH and collaborative partners on the development of integrated training strategies that take full advantage of supportive supervision, on the job training, and impact driven mentorship.
Support collaborative partners with the development of training and capacity development plans reflective of current priorities of the NDOH and PEPFAR.
Monitor ongoing progress towards the achievement of project goals and objectives, revising work plans as required to ensure work reflects current best practice and innovation.
Provide remote support to operational staff on training issues, ensuring that HRH and technical teams understand the appropriate channels for continued support.
Perform other duties as assigned.
Candidates should hold an advanced degree in public health or related discipline. MD or RN preferred
Experience, Skills and Qualifications
Minimum 5 years experience in the development and management of international training programs, with extensive HIV/AIDS program experience strongly preferred.
Expert knowledge of competency-based training and evaluation methodologies.
Evidence of senior management, leadership, and decision-making experience.
Demonstrated experience managing CDC or other donor-financed projects with a strong familiarity and command of CDC regulations and compliance necessary.
Excellent verbal and written communication skills required.
English essential with the ability to converse in a local language(s) preferable.
