Job Title:M&E Advisor, Data Quality Management and Use-Readvert

Background:
Under the guidance of the Director for MED, the M&E Advisor, Data Quality Management & Use for the Maintained Regions will provide data quality/data improvement and data use support to the FMOH and RHB.
S/He will facilitate the analysis and the collection, collation and processing of HIV/AIDS related program data and data use for quality improvement as per ICAP’s annual work plan.
Major Duties and Responsibilities
Actively work with the central and regional ICAP M&E teams, and partners to coordinate the implementation of M&E quality management and data use activities
Build the capacity of FMOH, RHB and zonal M&E staff through training and mentoring on planning, data collection and reporting, data analysis, interpretation and use
Strengthen capacity of FMOH and RHB M&E teams in report validation and delivery of positive feedbacks for staff involved in the follow up, data quality improvement and action plan development
Strengthen the capacity of FMOH and RHB M&E teams in evidence driven performance monitoring through regular data analysis, interpretation and presentation to decision makers
Strengthen capacity of FMOH and RHB M&E teams in follow up and provision of support to zonal M&E teams through focused joint supportive supervision
Assist the FMOH and RHB M&E teams in identifying M&E quality management and
data use issues requiring attention and present them in national and regional review meetings
Support capacity building of ICAP RHBs and zonal staffs on M&E support to facilitate mentoring on data quality improvement and data use
Take an active role in targeted evaluation and research activities undertaken by ICAP staff
Represent ICAP-Ethiopia in different forums when assigned by the supervisor
Actively in monthly, quarterly, semi-annual and annual ICAP’s performance review meetings.
Assist in compiling monthly, quarterly, semi-annual and annual activity reports
Undertake other activities as assigned by the immediate line supervisor
Job Requirements
Required Qualifications and Experience:
MD or equivalent plus MPH with minimum of 10 years’ work experience in HIV/AIDS M& E, of which five years should be in Quality improvement and data use.
Experience in development of national documents related to HIV/AIDS programs monitoring and evaluation
Excellent interpersonal and leadership skills
Proficiency in written and spoken English
Computer skills (MS Office and statistical packages)
The incumbent may be requested to spend 75% of the time on a travel.
