Job Title: Senior M&E Advisor

Summary of Responsibilities

  • Reporting to the Director of the ICAP’s Strategic Information (SI) project, the Senior M&E advisor will be responsible for the planning, implementation of monitoring and evaluation (M&E) activities required for the success of the strategic information project.
  • S/he will develop necessary M&E tools and is responsible for weekly, monthly, quarterly, and annual project monitoring and reporting including preparation of Evaluation and Performance Measurement Plan (EPMP) and Performance Progress and Monitoring Report (PPMR).

    Key Responsibilities

    Senior M&E advisor is responsible for M&E activities in particular:

  • Provide technical oversight and guidance in all aspects of the project monitoring and evaluation

  • Assist in planning and implementation of all kinds of SI project M&E activities while ensuring quality of deliverables through partnership and direct implementation.

  • Provide technical assistance to SI-project on M&E related matters including development or revision of M&E materials, guidelines and data management systems

  • Assist in gathering technical updates on project planning, monitoring, evaluation and research
  • Contribute in the preparation and implementation of project’s work plans and technical quarterly and annual reports to the project
  • Compile and analyze data for performance monitoring and evaluation to allow the project team to have a good overview of project performance.
  • Coordinate with project and other partner staffs in the implementing regions to create, test, and refine relevant M&E frameworks for effective collection, storage and use of data.
  • Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files, reports and
    presentations for each major activity undertaken
  • Provide technical leadership necessary to accomplish SI team tasks, including drafting plans, schedules, and assigning work to team members
  • Work with other members to define processes for data collection, review, reporting, and management
  • Provide leadership, thoughtful analysis, and technical support to the monitoring and evaluation needs of SI Project, by ensuring that implementing partner performance monitoring systems are operating effectively, and that reliable impact indicators are established, collected, and analyzed periodically to support management, compliance and reporting responsibilities.
  • Create a repository of approaches, tools, templates, for assessing and building robust M&E/SI systems and individual/organizational capacity
  • Actively participate in documentation of experiences, lessons learned, and other technical documents.
  • Develop the project’s internal performance monitoring (M&E Plan) and oversee its utilization and make revisions and updates as needed.
  • Ensure project quarterly and annual reporting of results and progress toward project targets.

    Job Requirements

  • A Master’s degree in M&E, Health informatics or Public Health from a recognized University

  • 10 years of work experience working in public health projects.

  • Extensive experience in monitoring and evaluation and health information management system

  • Excellent analytical, oral and report- writing skills

  • Computer literacy, particularly in the use of SPSS and MS Word, PowerPoint, Excel and Access

  • Individuals with the following experience will have an added advantage

  • Working on M&E of HIV prevention, care and treatment program

  • Working with Regional Health Bureaus/ FMOH
