IBTCI Learning Specialist Consultant Jobs in Washington DC and Nairobi

International Business & Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking an experienced Learning Specialist (LS) for the USAID Office of U.S. Foreign Disaster Assistance (OFDA) and Office of Food for Peace (FFP) Somalia Monitoring & Learning Project (SMLP), working in Nairobi, Kenya.

Responsibilities

  • Evaluate the status of the current SMLP learning tools, plans, and other technical resources related to learning.
  • Identify SMLP learning needs and benchmark against USAID learning-focused projects/programing;
  • Develop a Learning Agenda specific to the client and operating environment leveraging USAID collaboration, learning, and adaptation (CLA) best practices;
  • Provide overarching technical guidance on all aspects related to learning across various humanitarian sectors;
  • Work closely with the program to identify key CLA priorities and plan and develop relevant CLA activities;
  • Develop learning plans to summarize approaches to be combined to meet various objectives related to tasks, schedule, assumptions, and assignments;
  • Design, create, and implement learning tools and other technical resources related to learning;
  • Support incorporation of technical, contextual, and experiential learning into the program cycle processes.
  • Provide expert advice to USAID staff and partners on CLA;
  • Design and develop job description for eventual full-time program learning staff member(s);
  • Facilitate collaborative planning sessions to finalize learning activities that address learning questions at the Mission;
  • Other duties as assigned.

    Preferred Knowledge, Skills and Abilities
  • Experience in creating and facilitating learning networks with proven work in USAID Collaborating, Learning, and Adapting (CLA) Curriculum;
  • Experience in strategic planning, project design, institutional learning and/or
    knowledge management;
  • Strong background in monitoring and evaluation and analysis of development programs, preferably initiatives funded by USAID;
  • Experience leading the organizational learning and/or strategic on USAID projects;
  • Understanding of relevant USAID OFDA& FFP programming sectors in Somalia or surrounding region highly desirable.

    Minimum Requirements
  • At least 10 years of experience in organizational learning and/or strategic learning in an international development context.
  • Superior oral and written communication skills;
  • Previous extensive working experience with USAID;
  • Oral and written fluency in English required.

    Education
  • Master’s degree in international development, international relations, organizational development, or a related field.
