The Humanitarian OpenStreetMap Team (HOT) is a U.S.-based NGO that applies the principles of open data sharing for humanitarian response and achieving the Sustainable Development Goals.

Free, up-to-date maps are a critical resource when relief organizations are responding to disasters or political crises. The Humanitarian OpenStreetMap Team (HOT) creates and provides those maps.

HOT is currently looking for a Country Manager in Uganda to manage our local operations.

Contract duration:

4 months.

Option to extend for 8 months, depending on continued funding.

Location:

Northern Uganda (Yumbe, Adjumani, Moyo and Arua districts)

Starting date:

(Second half of) April 2017

Project overview

The Country Manager will manage HOT’s operations in Uganda for the “Crowdsourcing Non-Camp Refugee Data Through OpenStreetMap” project, funded by the US Department of State’s bureau for Population, Migration and Refugees (PRM).

The project aims to improve program planning and service delivery to refugee communities, develop better integration with host communities, and build refugee self-reliance through open map data. The program trains and equips community leaders in refugee communities to map vulnerabilities and assets in the places they live, filling in key data gaps and “blank spots” on the map.

These micro-level maps are created using techniques including crowdsourced data collection on mobile phones. The resulting multilanguage maps and map data are then made openly available online in OpenStreetMap, on mobile phones for navigation, in printed form in refugee social/community centers, and provided to host country governments, PRM, UNHCR, and NGOs.

Objectives include providing training to refugee communities, host country governments, NGOs, and international organization staff on using the new application and existing OSM tools, for better integration with host communities and to keep data up to date.

Additionally, the aim is in working with refugees and host communities to create comprehensive, highly detailed refugee-specific base maps in Uganda for more effective advocacy, service delivery and integration with host communities.

Position profile

The Country Manager will report to HOT’s Director of Community Programs, and is responsible for the implementation of the “Crowdsourcing Non-Camp Refugee Data Through OpenStreetMap” project in Uganda.

This position is based in northern Uganda. It includes managing the establishment of HOT’s local presence in Uganda, including setting up a legal entity, overseeing the work of a local team, the development of mapping activities by groups of local volunteers (composed of local and refugee populations), building relations with local refugee populations, community centers, NGOs and UNHCR’s implementing partners, and providing guidance on technical aspects of the project including GIS and OpenStreetMap.

Responsibilities:

  • Serve as the senior HOT representative in Uganda.

  • Develop project strategy and approach in coordination with HOT senior management and local stakeholders.

  • Ensure timely implementation of all program activities.

  • Manage a team of local staff and oversee work of interns and community volunteers.

  • Manage relations with refugee communities, local NGOs, community centers, UNHCR, UNHCR’s implementing partner, and local OpenStreetMap and open
    data communities.

  • Assist with writing and delivering project reports according to donor schedule.

  • Accurately manage project budget and track projected vs. actual spending.

  • Produce communications about project activity, including regular blogs posts and (social) media updates.

  • Support the local NGO “MapUganda” in developing their operations.

  • Assist in proposal development, and other duties as assigned.

    Requirements

    Essential:

  • University or college degree in international development, GIS, Disaster Risk Management, urban planning or other related field.

  • Excellent analytical skills, and able to prioritize and meet deadlines.

  • Excellent team management skills in managing and coordinating groups of people, including speaking and training sessions.

  • Familiarity with the aid system, and understanding of donor and governmental requirements.

  • Experience managing project budgets of $100,000 USD and greater.

  • A least 4 years experience working in development cooperation and donor funded projects, of which 2 years are in management positions.

  • Experience in working with GIS, OSM and other mapping platforms. Experience with spatial data analysis.

  • Experience in field data collection, preferably using mobile, digital data collection tools such as Kobo and OpenMapKit.

  • Fluency in English and ability to work in an environment of diverse languages and cultures.

  • Ability to solve practical problems and react quickly and calmly to changing or emergency circumstances.

  • Willingness to live and work in a challenging environment with limited amenities.

    Desirable:

  • Experience working with UNHCR and implementing partners in refugee crises.

  • Strong ICT and information management skills and eagerness/ability to learn new technologies.

  • Working experience in community based programs, community outreach and participatory methodologies.

    Conditions

    Assignment on contractor basis. Salary determined by HOT pay scales.

    During country deployment:

    Per diem provided to cover cost of living and accommodation.

    Corporate insurance covering medical emergencies. **
