About HIJRA:

HIJRA is an international humanitarian and development organization that aims to improve the living standards and conditions of those adversely affected by disasters and conflict in the Horn, and East Africa.

The organization’s founding roots are in Somalia, with an operational footprint in Kenya and Uganda as well.

The organization is named after the Arabic term for migration (HIJRA) as the founding mandate was to meet the needs of displaced communities in Somalia.

It was and is a home-grown solution to the devastating humanitarian crisis that ensued from the collapse of the Somali state in 1991.

HIJRA has a long history of successfully implemented projects in Kenya, Uganda and Somalia since 1992. Specific areas of focus have been in WASH, Livelihoods, Health, Education, Protection, and Community Services.

HIJRA is currently an Implementing Partner with UNHCR Uganda (2012 - present); implementing Protection, Community Services, WASH and Livelihoods interventions to meet the needs of refugees in South Western Uganda.

Purpose of the Assignment:

HIJRA would like to engage a consultant to lead the design and development of proposals. As part of the development process, HIJRA will look to the consultant to identify areas of potential innovations, synergies, and collaborations between various actors and stakeholders.

The position shall be principally based in Nairobi, Kenya with travel to Kampala, Uganda.

The consultant will take the lead, in conjunction with HIJRA staff (within Kenya and Uganda), to develop a compelling, evidence-based proposal for submission by the end of March 2019.

The consultant will bring to the programme design process a thorough understanding of and prior experience in competitive bid-writing for large institutional donors.

Preferably, the consultant will have prior experience working in refugee programming in the Horn, East and Central African HECA region that are aimed around the identification, piloting, evaluating, and scaling up of innovative ideas.

Specific Tasks:

  • The consultant will develop, in consultation with HIJRA senior management, a detailed work plan that will include undertaking at
    least the following tasks:
  • Review secondary literature on related needs/challenges in Uganda/Kenya as well as existing innovative pilots and their evidence.
  • Work with relevant HIJRA staff to identify the staffing needs/structure for the proposed refugee assistance programme.
  • Draft/write the comprehensive bid, including technical; also work with relevant HIJRA staff from to edit and finalize the bid.
  • Work with relevant HIJRA staff to develop the programme budget.

    Outcomes of the Consultancy:

  • A completed, comprehensive bid/proposal, including Technical documentation, detailed and narrative budget.

    Lines of Communication:

  • The consultant will report to HIJRA’s Executive Director and will work closely with the Uganda and Kenya Programme teams.

    Qualifications and Experience:
  • Preferably an advanced university degree (masters or equivalent) in international affairs/studies, development, or a related field;
  • Minimum 7 years of experience in the design, proposal writing, and/or management of refugee programmes, preferably in the HECA region.
  • Strong programme design skills, including capacity to prepare logical, coherent, and consistent documents including log frames, theory of change and budgets.
  • Prior demonstrated experience developing funded proposals from institutional donors.
  • Ability to work efficiently and effectively with project members in various locations, including remotely writing and revising proposal documents.
  • Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors.
  • Working relationships with relevant refugee sector authorities and stakeholders would be an advantage.
  • Excellent English speaking/writing skills required
