How to get free Scholarships for PhD in development Studies?

I hold,an MA in public Administration and serving in one of local NGOs in Ethiopia.The only reason I ask free scholarships is my mind is not at rest,it brings so many questions about development issues.

That is why I want to pursue my studies in PhD in development issues.The serious case is I can't afford the money to invest on it.Therefor,I want a free scholarships elsewhere for above case.
