Higher Diploma in Electrical Engineering

I am a higher diploma holder in Electrical and Electronic Engineering. I want to further my education by pursuing a Masters Degree but there are no credit transfers so far in Kenya.

Some countries do recognize HDip as a first degree. Can I get a scholarship to pursue Electrical Engineering (Control and Automation)?
