General Overview

  • HJFMRI-Tanzania seeks an experienced Chief of Party to lead its very important PEPFAR/WRAIR-funded program with the Tanzania People’s Defence Forces (TPDF).

  • Primary responsibilities will include providing overall leadership, management, and general technical direction for the entire TPDF PEPFAR Program, ensuring an integrated vision among diverse components and actors, and a focus on achieving the results defined by the funder and PEPFAR.

  • Under the supervision of the Executive Director, the COP will be responsible for overall oversight of the activities at the supported sites and leading program-focused strategic planning and decision-making.

  • The COP will work on a daily basis with the senior-level representatives from the Government of Tanzania and will be key liaison with WRAIR, PEPFAR implementing partners, and other key stakeholders.

  • This is a full-time position based in Dar es Salaam, Tanzania. .

    Major Respnsibilities

    • Direction of program (85% of time)

    • Provide overall technical and managerial oversight and leadership for the TPDF program to achieve defined outcomes.

    • Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures.

    • Supervise all aspects of program field operations

    • Oversee management, delivery, and monitoring of sub-grants, if any.

    • Supervise program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the funder.

    • Assure full compliance with all WRAIR, HJFMRI, and other fiduciary regulations.

    • Serve as a principal liaison with the Government of Tanzania, WRAIR, program partners and stakeholders to ensure effective program implementation and to build positive lasting relationships.

    • Responsible for overseeing the program reporting processin line with donor requirements.

    • Supervise program staff including professional performance management and coaching

    • Prepare regular and frequent oral and written reports for senior team members on the progress of HIV/AIDS program activities, based on data analyzed by SI team.

    • Produce annual work plan and budget documents, and oversee management and capacity building of staff and partners.

    • Keep abreast of developments regarding program changes and progress, in order to advise and recommend tools and strategies to increase program performance and results

    • Work closely and collaboratively with other senior management staff to meet demands for program performance improvement

    • Work closely with HJFMRI Home Office staff to implement strategies that improve program performance

    Other duties as assigned

    • Liaise with Government stakeholders and partners to ensure stellar performance

    • Oversee efforts to build programmatic capacity by attendance at key national TWG meetings and seminars

    • Liaise closely and regularly with WRAIR team in Dar es Salaam to ensure compliance with all program expectations and requirements

    Essential Competencies

    • Ability to effectively handle change and to present ideas that motivate staff to strive for increased program effectiveness.

    • Demonstrated interest in and ability to coach and develop staff.

    • Demonstrated ability to lead and manager program activities and staff.

    • Demonstrated respect for ethics and fiscal stewardship.

    • Demonstrated ability to model teamwork behaviors and team building skills.

    • Demonstrated analytical skills and experience to identify and evaluate best practices in continuous quality improvement, data for decision-making, and program monitoring and evaluation.

    Experience

    • Terminal degree in Public Health, Pharmacy, Health Economics, Health Policy or a related field;

    • 10+ years of experience in relevant program management and significant supervisory experience in complex health projects in Africa. Experience in Tanzania preferred.

    • Experience leading and/or managing large USG-funded health programs including experience in: partner relationship management, developing program work plans, developing program budgets, managing program implementation, and managing technical teams.

    • Previous experience as a Chief of Party/Country Director is highly preferred.

    • Knowledge of WRAIR regulations and guidelines (administrative, operations, financial and program reporting, etc.)

    • Knowledge of community-level challenges impacting health and social service delivery.

    • Demonstrated success strengthening local systems and government institutions.

    • Excellent English oral and written communication skills; fluency in Kiswahili will be a significant asset.

    • Proficiency in Microsoft Office suite, including Word, Excel and Outlook.

    • Ability to travel regularly within Tanzania and Zanzibar
