Background & Objectives of the Project

HELVETAS Swiss Intercooperation is a Swiss based organization registered in Ethiopia as foreign charity with the Ethiopian Charities & Societies Agency to work in five working areas, namely Environment and Climate Change, Skills Development & Education, Local Governance and Peace, Emergency Response and Rural Infrastructure.

The expected results of the project are:

  • Institutionally and technically capacitated stakeholders plan, implement and maintain trail bridge projects, mainly through public-private partnerships.
  • About 360,000 men and women in target regions have improved and all year round safe access to social and basic services as well as economic resources and opportunities.
  • Policy dialogue outcomes are operationalized and local authorities have allocated required budget for trail bridge institutional capacity building and bridge construction.

    Purpose of the Terminal Evaluation

    The overall purpose of the terminal evaluation is to assess whether the project objectives have been achieved as stipulated in the project document, identify key learning and provide recommendations with regard to project’s future orientation.

    Outputs

    The chosen one consulting firm will be expected to produce the following:

  • Inception report (five to six pages): the consultant will work collaboratively with Senior Monitoring and Evaluation Expert of TBCBP to finalise the methodology and is be expected to present an inception report that will be discussed and agreed upon prior to embarking on
    fieldwork.
  • Draft Evaluation Report (maximum 35 pages, including executive summary, but excluding annexes) for comment to HELVETAS.
  • Validation Workshop: the evaluation mission presents its findings during the validation workshop (organized by HELVETAS involving partners) and then integrates feedback straight in a draft report, HELVETAS comments it, and consultant integrates this comment or feedback producing the final report.

    Required Expertise and Experience
  • One experienced civil engineer who has proven experience in rural infrastructure (mandatory),
  • One expert on social works/social analysis,
  • One expert on monitoring and evaluation,
  • one on economics, and
  • One on gender studies.
  • It should have more than 8 years of experience in evaluating rural infrastructure projects, analysis of local development policies, and/or in leading external performance evaluations.
  • Specific expertise and experience in designing, managing and/or evaluating institutional capacity building projects is a plus.
  • Good writing skills, familiarity with adequate evaluation methods and strong analytical skills are required.
  • The consulting firm will lead and coordinate the evaluation and will be responsible for the timeliness and quality of the deliverables.
