HelpAge International (www.helpage.org) is the secretariat to the HelpAge Global Network, which brings together a wide range of organisations and individuals working together to ensure that older people lead dignified, active, healthy and secure lives. HelpAge International’s secretariat is based in London, UK but works in 41 countries across the world.

HelpAge has been operating in Ethiopia since 1992 and has been engaged on thematic sectors including social protection, health and wellbeing, emergency response and capacity building of partners.

HelpAge International is responding to the needs of south Sudanese refugees’ influx with special focus on specific needs of older people and PWDs in Gambella region.

The integrated refugee response intervention includes Health, Nutrition, Livelihoods, protection of older people and person with disabilities and capacity building of humanitarian actors to ensure inclusion of older people and their specific needs in the overall refugee response and essential service delivery interventions.

The specific projects are implemented with full engagement of older people and other persons with specific needs in refugee camps and in close consultation and coordination with ARRA, UNHCR, RaDO and other humanitarian actors currently involved in various sectors of refugee responses.

Major Duties and Responsibilities

  • Responsible for the implementation of all DRR and resilience interventions in partnership with targeted communities and other stakeholders in the target Woredas of Borena Zone, Oromia region.
  • Lead the project aimed at contributing to enhancing resilience and reduce vulnerability of drought prone local communities, through promotion of intergenerational approaches and all-inclusive good practices.
  • Conduct PVCA exercise with community structure in the proposed locations.
  • Improving the knowledge of vulnerable communities in relation to identified hazards, prepare and implement effective and efficient mitigating plans by putting in to consideration disaster preparedness and response interventions.
  • Mobilize and sensitize representatives from line Government offices and DRR actors to proactively take part in strengthening community resilience to shocks caused by drought; and to increase learning about intergeneration approach to DRR.
  • Work with the relevant authorities and community structure to implement identified mitigation plans such as watershed and rangeland management, development and rehabilitation of water sources, restocking and de-stocking activities.
  • Develop and maintain networks with core actors in areas for benefit of coordination and synergies on DRR, Early Warning/Early Action and emergency response/recovery.
  • Liaise with the Regional Program
    Coordinator and Borena Zone DRR coordination arm of the Government in carrying baselines, assessments, designs, monitoring and evaluations and document lessons learnt and recommendations as per HelpAge requirements and procedures.
  • Coordinate with the Regional Program Coordinator and HelpAge MEAL Officer to ensure that appropriate controls, monitoring and evaluation tools are in place and being utilized in a timely manner.
  • Participate in concepts and proposal development and general resource mobilization/ acquisition process.
  • Attend monthly planning meetings and other stakeholder meetings as called upon from time to time.
  • Regularly document success stories, key learnings/innovation for sharing across the partnership
  • Perform any other duty as requested by supervisor.

    Job Requirements

    Required Skills

  • Degree in disaster risk reduction (DRR), Disaster Management, Rural development or related discipline.
  • Demonstrable technical capacity in disaster risk management, resilience and rural development.

    Required Experience

  • Minimum 3 years’ experience in designing and supporting the implementation of DRR and resilience building projects through livelihoods programmes.
  • Experience of working on the implementation of similar projects at NGO
    Expertise in one or more of the following areas: Organization of simulation exercises, drills; development of Standard Operating Procedures; Gender and Protection in Disasters, Community Early Warning Systems, Community Engagement and Accountability, Vulnerability and Capacity Assessments, National Adaptation Plans, Risk Assessments and M&E.
  • Experience dealing with stressful situations and multicultural environments
    Knowledge, skills and languages

  • Strong team-working and interpersonal skills: ability to take initiative and set direction
  • Strong organizational skills and ability to manage supporting multiple teams and ongoing initiatives
  • Fluently spoken and written English
  • Knowledge of Local language is Preferable
