The MEAL Officer enhances programme quality, effectiveness and accountability, ensuring evidence‑based advocacy and organisational learning.
Key Responsibilities
Organisational Performance & M&E Frameworks
Coordinate development and implementation of robust M&E frameworks and tools.
Define indicators, baselines and targets aligned to HelpAge’s Global Impact Framework.
Standardise KPI measurement and coordinate organisation‑wide performance tracking.
Technical MEAL Support
Provide advanced technical advice and quality assurance across programmes.
Support advocacy teams to track policy influence and campaign outcomes.
Develop methodologies for monitoring policy change and advocacy impact.
Accountability & Participation
Promote participatory monitoring approaches including older people and marginalised groups.
Build inclusive feedback and response systems; ensure data informs adaptive programming.
Organisational Learning
Coordinate learning reviews, after‑action reviews and reflection processes.
Document and disseminate good practices and innovations.
Facilitate cross‑organisational learning events and communities
of practice.
Rapid Needs Assessments
Act as technical focal point; establish methodologies, tools and standards.
Coordinate and assure quality of assessment reports.
Evaluation & Evidence Generation
Advise on evaluation design and methodology; provide technical quality assurance.
Support dissemination and use of evaluation findings.
Capacity Strengthening
Design/deliver training and tailored support on MEL and accountability.
Develop guidance, templates and toolkits.
Planning, Reporting & Coordination
Coordinate annual business planning and donor reporting cycles.
Align organisational planning, reporting and data frameworks.
Competencies
Technical – MEAL frameworks, indicators, quantitative/qualitative analysis, advocacy MEL, donor reporting, rapid needs assessments, digital tools (Power BI, Kobo, DHIS2, Excel).
Behavioural – Collaboration, adaptability, facilitation, diversity and inclusion, change leadership, safeguarding.
Languages
Excellent English required. Fluency in Spanish, French or Arabic highly desirable.
