HEKS/EPER Senior Finance Officer Jobs in Uganda ;The Senior Finance Officer supports the Head of Finance and Administration in managing the Country Office finance function across Uganda and South Sudan.
The role covers day‑to‑day finance operations, treasury, taxation, statutory compliance, reporting, budgeting, audit coordination, proposal budgeting and finance systems management.
Key Responsibilities
Financial Management
Maintain sound financial systems in line with HEKS/EPER policies.
Coordinate daily finance operations including payments, vouchers, cash and bank controls.
Ensure accurate bookkeeping and records in approved accounting system.
Prepare and consolidate monthly and quarterly financial information.
Support preparation and monitoring of budgets, forecasts and variance analysis.
Coordinate treasury and cash‑flow planning.
Support proposal budgeting and financial inputs for new projects.
Taxation, Statutory Compliance and Audit
Ensure timely submission of statutory obligations (PAYE, NSSF, WHT, URA, KCCA/Municipal).
Monitor compliance with local law, donor requirements and HEKS/EPER policies.
Coordinate audit schedules and documentation.
Track audit findings and follow up on management actions.
Financial Controls, Systems and Risk Management
Ensure transactions are managed with appropriate controls.
Support consistent application of financial procedures and systems.
Identify risks and recommend corrective measures.
Support improvement of finance tools, templates and workflows.
Field Finance Technical Supervision
Provide technical supervision to field Finance & Administration staff.
Set deliverables, review outputs and provide coaching.
Coordinate with HR & Administration Officer
on related matters.
Coordination and Business Continuity
Work closely with Senior Finance & Partnerships Officer to ensure timely submissions.
Provide reciprocal finance cover during leave or emergencies.
Provide financial guidance to budget holders and colleagues.
Qualifications and Experience
University degree in Finance, Accounting, Commerce or related field; Master’s an advantage.
Professional accounting qualification or progression toward ACCA/CPA preferred.
Minimum 4 years’ relevant senior finance experience, preferably in INGOs/NPOs.
Proven ability in budgeting, forecasting, treasury and financial analysis.
Strong experience in reporting, reconciliations, taxation and audit coordination.
Knowledge of accounting standards and donor requirements.
Capability to supervise and train finance staff.
Experience with internationally funded projects.
Skills and Capabilities

Strong communication skills and professional English.
Ability to prioritise and meet deadlines.
Ability to ensure adherence to HEKS/EPER procedures.
Excellent IT skills (Excel, accounting software; MS Business Central preferred).
Diligent, trustworthy, detail‑oriented.
Strong interpersonal and coaching skills.
Knowledge of local laws and statutory obligations.
Available for local/national travel and support to South Sudan operations.
Professional, cooperative and efficient working attitude.
