Function
  • Under the guidance of the Director of Programs- the Project Manager -Agribusiness for Women Empowerment will provide leadership to staff and AWE partners in the implementation of the AWE – Agribusiness for Women Empowerment project.

  • He or she will assure the quality-of-service delivery in the field operations including compliance with the institutional mission and objectives. This position will also be responsible for preparing and maintaining annual budgets, as well as developing the appropriate monitoring and evaluation framework.

  • The Project Manager is responsible for planning, leading, organizing, and motivating the project team to achieve a high level of performance and quality in delivering activities that provide exceptional business value for all actors.

  • This will include overseeing all project activities; producing related reports on project progress; supervising and supporting the set-up of women led agribusiness enterprises (agri-hubs) capacity building, mentoring, and coaching of agri-hub staff; facilitating/brokering business partnerships, monitoring project budgets, administrative, logistics and material resources and coordinating with key project partners, timely project implementation and delivery of outcomes.

  • S/he will also be responsible for preparing and maintaining annual/quarterly plans and budgets, as well as developing the appropriate monitoring and evaluation framework to ensure that all outcomes are achieved.

    Responsibilities & Deliverables

    Program Effectiveness (50%)
  • Provide overall strategic direction for the project and all interventions within the sector; monitoring and quality assuring all intervention guides and resulting outputs.
  • Plan, manage, monitor, and evaluate the AWE project in an effective, efficient, and timely manner.
  • Prepare and implement annual operational and budget plans in collaboration with the project team.
  • Identify and develop financial investment opportunities for women in refugee and host communities in prioritized value chains with the view to increase incomes and profitability.
  • Annually develop strategic plan for AWE and ensure its implementation with monthly reviews and adjustments to ensure its being a catalyst of change among women and youth.
  • On quarterly basis, review and evaluate projects with partner organizations to ensure that key indicators are delivered.
  • On quarterly basis, Identify critical investment needs among the key beneficiaries.
  • Develop the capacity of input service providers and their linkages with POs on a quarterly basis.
  • Implement an exit strategy that will provide sustainability of the impact created through AWE with monthly follow ups.
  • Oversee the progress of all project objectives within the Project area and provide direction and guidance to ensure that planned targets are achieved.
  • On monthly basis, ensure that social capital and values-based holistic community development (VBHCD) are mainstreamed in the project at all levels.


    Management & Compliance (20%)
  • Oversee the operations of administrative, human resource and finance functions and ensure efficiency and in compliance with Heifer global, area and country-level policies and procedures.
  • Ensure quality service delivery in operations, including compliance with project goals and objectives and donor requirements.
  • Submit progress reports to the donor AWE and country office as required (for monthly, quarterly, and annual reports).
  • Supervise expenditure control within the budgets routinely.
  • Ensure that contractual obligations follow donors point of engagement
  • Manage risks and issues; correct deviations from plans; and perform delivery planning for the AWE project.
  • Ensure proper
    maintenance and use of assets on a quarterly basis.
  • Conduct annual staff appraisals.


    Partnership & Engagement (20%)
  • Accountable for networking and representing AWE with the host country government, national and regional research organizations, private sector and international organizations.
  • Identify and establish strategic private and public partnerships within the proposed value chains and play a lead role in managing and sustaining all established partnerships.
  • Leverage partnerships with off takers, input service providers and/or to expand business opportunities for women in the AWE Project, lead the agri-hubs and women enterprises to grow and sustain businesses
  • Facilitate development of business planning guidelines, business cases and conduct strategic business planning sessions for Women agri-enterprises within the first 6 months and make monthly follow ups with business facilitators.
  • Represent AWE in various stakeholder meetings, workshops, conferences and shared learning events.


    Team Leadership & Development (10%)
  • Recruit, develop and lead a highly motivated, performance-based team, ensuring that they have opportunity of self-development, while contributing positively to project goals.
  • Adopt a system continuous mentoring and coaching of teams.
  • May perform other job-related duties as assigned.


    Minimum Requirements:
  • Master’s Degree or equivalent in the fields of Agriculture Economics, agribusiness Business Management, and
  • Enterprise Development or other related field.
  • At least 7 years’ experience in a mix of economic growth/trade, value chain competitiveness, investment promotion, or agriculture development with a bias in youth and women economic empowerment.
  • At least five (5) years’ management-level work experience in refugee or conflict communities.


    Preferred Requirements:
  • Experience in commercial business environment in addition to rural sensitivity will be an added advantage.


    Most Critical Proficiencies:
  • Understanding of commercial business enterprises, and non-agricultural enterprises especially and among refugee/conflict communities.
  • Good understanding of Market Systems Development (MSD) approaches with strong business analysis skills.
  • Knowledge of income and expense budget preparation and monitoring.
  • Knowledge of development issues especially in refugee and conflict in East Africa.
  • Good understanding of gender dynamics in development, particularly among women and the youth.
  • Good understanding of the different value chains within the agricultural sector.
  • Strong leadership, teamwork, mentoring and coaching skills.
  • Ability to communicate effectively with Heifer’s HQ, donors, partners and local governments.
  • Fluency in English (knowledge of other languages spoken in Uganda is a plus).
  • Exceptional writing skills.
  • Willingness and ability to travel extensively throughout Uganda and other AWE project sites.
  • Proficient knowledge of word processing, spreadsheets, presentation tools, electronic mail (Microsoft Office preferred) and Internet.
