Using a values-based community development approach, Heifer works with communities to strengthen the local economy, diversify diets with better nutrition, and properly manage water and soil systems for future generations.

  • Heifer carries out its development activities by designing and implementing solely or through partnerships appropriate projects with the key objective of ending hunger and poverty in the world. Currently among its portfolio is the Accelerated Value Chain Development Project (AVCD II Project).

  • Accelerated Value Chain Development (AVCD II) is a 2-year USAID funded program under Feed the Future Initiative with ILRI as the lead partner.

  • Through AVCD II program HPI is working with smallholder dairy farmers to increase milk productivity, increase market orientation and to address systemic issues that currently prevent dairy sector in the identified counties from moving towards an inclusive and profitable value chain.

  • Heifer International is implementing AVCD II dairy value chain in four Counties of Western Kenya (Kisumu, Siaya, Homabay and Migori). The projects’ approach is to organize farmers into farmer organizations to coordinate the production of milk and milk product marketing.

  • The Project is implemented through six dairy Producer Organizations (POs) in the above areas to reach 6,000 dairy producers who are affiliated to the respective dairy cooperatives in Kisumu, Siaya, Homabay and Migori Counties.

  • Heifer works directly with 6,000 smallholder families by developing members’ capacity and skills in animal husbandry, milk production, livestock feeding, business, financial management and linkages through the dairy hubs to enable themaccess markets for their milk, farm inputs and other Business Development Services.

    Expected Project Impact areas

  • Farmers adopting improved technologies and husbandry practices

  • Farmers apply improved breeding, animal health and feed technologies

  • More farmers use private-sector extension services

  • POs have milk collection and aggregation businesses

  • POs have diversified markets and report improved business performance

  • Farmers recording improved milk yields and increased value of milk sales

  • More women and youth engaged in the dairy value chain

    Scope of Work

  • The purpose of the end of project impact evaluation study is to critically and objectively review and take stock of program progress to date against stated indicators.

  • The impact evaluation will also focus on corrective actions needed to achieve maximum program outcomes beyond the project period.

    Application Procedure

    All interested consulting firms should submit a technical proposal (not more than 10 pages) outlined as follows;

    General information (not to exceed 2 pages):

  • Organization overview highlighting related assignments completed with client name, contact person and mobile number

  • Capacity statement Website

    Technical approach (not to exceed 8 pages):

  • A detailed methodology on how the assignment will be conducted, including qualitative and quantitative data collection
    approaches, sampling strategy, data collection methods and systems / technology to use, field procedures, quality control practices and data analysis.

  • List and briefly describe the team and its proposed personnel, indicating what role each proposed individual will have; CVs of team members to be provided in an attachment.

  • Lead Consultant’s (who will lead the assignment) Maximum 3-page CV highlighting related assignment completed, role in the completed assignment.

  • Other Team members’ (who will involve in the assignment) 2 paragraph short CV highlighting related assignment completed and role

  • A clear and comprehensive work plan (draft), outlining the major activities, people responsible and schedule.

  • The organizational capacity statement, including past experiences and activities related to the theme of the study. Reference information must include the location, award numbers, and a brief description of work performed.

  • At least three references of other clients for which similar evaluation assignments were undertaken with contact information for each.

    Financial Proposal (in KSh and USD)

  • Itemized budget

  • Narrative explanations of line items

    Annexes

  • Documents in favour of the previous relevant studies.

  • Organization’s/Firm’s Certificate, PIN and VAT registration

  • A copy of a previous assignment undertaken within the last 3 years.

    How to Apply

  • Interesting local or international firms legally eligible to implement this assignment in Kenya are requested to submit a proposal. Submissions must be in English and typed single-spaced using Times New Roman font size 12, with a complete set of appendices / attachments as applicable.

  • All pages must be numbered and include the scope of work reference number in the cover page, and name of the organization at the bottom of each page.

    The successful consulting firm will be required to produce the following documents before entering into Independent Contractor Agreement (ICA) with Heifer

  • Certificate of Incorporation or Business Registration Certificate.

  • A Partnership Deed if you are running a partnership business.

  • Audited financial statements for the last 3 years.

  • Valid CR12 Certificate

  • KRA online PIN Certificate.

  • Tax Compliance Certificate.

  • Physical location including town, building, room number and postal address.

  • Directors’ / Partners’ personal guarantee.

  • Trade reference and clientele list including their respective contacts.

  • The proposal (duly signed) from consulting firms should comprise technical and financial proposal.

  • The Proposal will be accepted preferably in hard copy and also backed by a soft copy through email and mentioning subject line; “IMPACT EVALUATION AVCD II PROJECT’ to procurement-ke@heifer.org on or before 13th October 2020.

    Late submissions and modifications:

  • Proposals received after the submission deadline will not be considered.

  • Offerors are responsible to ensure their proposals are submitted according to the instructions stated herein.

  • Heifer retains the right to terminate this RFP or modify the requirements upon notification to the Offerors.
